From Congress to Clays... MEMBER ADVOCACY PARTICIPATION SCORES

DALLAS BA MEETS WITH MEMBERS OF CONGRESS ON HOUSING POLICY On June 10, the Dallas Builders Association made your industry’s voice heard on Capitol Hill! A team of members and staff traveled to Washington, D.C. to speak face-to-face with our members of Congress. Dallas BA and other home builder associations from across the country sent about 1,100 members to the Hill as part of NAHB’s national legislative conference. Meeting with U.S. Representatives from the Dallas Fort Worth region, the Association discussed how Congress can help lower housing costs through meaningful housing legislation, addressing workforce shortages, and implementing regulatory reforms. Dallas BA asked members of Congress to give particular consideration to four critical issues:

1 - Landmark Housing Legislation During our time on the Hill, House and Senate leaders were considering a once-in-a-generation housing package that will increase housing production by encouraging land use and zoning reforms, streamlining environmental reviews, and instituting regulatory reforms. Dallas BA urged that two key changes already approved by the House be included in the final bill. These changes include raises and indexes for multifamily loan limits, and the removal of a single- family rental sale mandate that was originally in the legislation but removed at the urging of NAHB. The latter was a major point of contention. The controversial provision that was removed by the House would have required large investors constructing or owning homes to sell them after seven years. Such a measure would harm the availability of housing stock

due to those investments being needed for build-to-rent housing. The success of grassroots advocacy has been demonstrated to be effective, as in the weeks following our meetings, the Senate voted to approve the housing package and dropped the aforementioned provision, meaning build-to-rent housing options are protected. As of the writing of this article, the bill has passed the House and the Senate and is awaiting President Trump’s signature. 2 - Workforce Development Dallas BA asked our members of Congress to pass the CONSTRUCTS Act. This bipartisan legislation will help prepare young adults for careers in the trades. And the DIGNITY Act would secure the border and create a work authorization process for immigrant workers, which requires clear and stringent criteria. With a shortage of more than 200,000 construction workers, and the reality that home builders will need to add 2.2 million new workers over the next three years, the need for trades and laborers is a major factor in the cost, and even attainability, of needed homes. 3 - Address Permitting Obstacles Dallas BA thanked our House members who voted for permitting reform, including needed changes to the permitting process related to the Clean Water Act. Specifically, home builders are asking Congress to increase the acreage threshold for Nationwide permits to three acres and extend the duration of nationwide permits from five to 10 years. This would ensure small developments can still be completed and provide needed homes, as well as preventing a very costly reapplication for a permit in the middle of project construction. The Association also urged our members of Congress to do what they can as those reforms work their way through the Senate. 4 - Protect Energy Choice Dallas BA urged passage of the Energy Choice Act, legislation that protects housing affordability, consumer choice, and energy reliability. The Energy Choice Act would prevent cities and states from banning the use of natural gas in new homes. Energy choice helps keep housing and utility costs affordable for families. Recent analysis found that homes using natural gas appliances can save consumers up to $12,000 over 15 years compared to all- electric homes. The bottom line is it should be the consumers’ choice. from the Greater Fort Worth Builders Association, met with U.S. Representatives Lance Gooden, Julie Johnson, Keith Self, and Marc Veasey. We also visited with legislative staff from the offices of Jasmine Crockett, Pat Fallon, Brandon Gill, Ronny Jackson, and Beth Van Duyne. Dallas BA staff took the opportunity to visit with Representative Jake Ellzey prior to June 10. We appreciate our members of Congress welcoming us to discuss important housing policy. AUGUST 12 CLAY SHOOT BENEFITTING ADVOCACY EFFORTS Registration is now open for the HOMEPAC Shootout, presented by BGE, Inc., to be held Wednesday, August 12. The clay shoot benefits HOMEPAC of Greater Dallas. This is a fun opportunity to support Dallas BA advocacy and enjoy the outdoors. The clay shoot will be hosted at the famed Elm Fork Shooting Sports facilities in Dallas. Registration and breakfast begin at 8 a.m., followed by the clay shoot at 9 a.m. Lunch and posting of results will follow the shoot. The event format will be four-person teams. PWB Happy Hour Celebrates the Men Who Champion Women in Building The Dallas Builders Association’s Professional Women in Building (PWB) Council welcomed 85 industry professionals to its annual PWB Happy Hour, a special event dedicated to recognizing and celebrating the men who champion, support, and advocate for women in the construction and homebuilding industry. Hosted by FBS Appliance, the event provided an engaging atmosphere for networking, mentorship, and meaningful conversations about advancing women in the industry. Guests enjoyed an elevated experience featuring a private chef, an interactive ice cream bar, and a special book signing with Don Dykstra of Bloomfield Homes, who shared insights and connected with attendees throughout the evening. A special thank you goes to FBS Appliance for serving as host and for their extraordinary support in bringing the event to life. Their team not only opened their showroom to attendees but also played a significant role in planning, coordinating, and sponsoring many of the event’s memorable details, helping create an exceptional experience for all who attended. June YP Happy Hour Brings Industry’s Next Gen Together for Networking and Philanthropy More than 75 young professionals and industry leaders gathered at Vidorra for the Dallas Builders Association’s Young Professionals Happy Hour, an evening focused on networking, relationship-building, and giving back to the community. The event provided attendees the opportunity to connect with peers across the homebuilding industry, exchange ideas, and build valuable professional relationships in a relaxed and engaging setting. As one of the council’s signature networking events, the happy hour continues to serve as a platform for fostering connections among the next generation of industry leaders. In addition to strengthening industry relationships, the event supported a meaningful cause: a portion of the proceeds benefited HomeAid North Texas and its mission to help individuals and families experiencing homelessness build new lives through housing and community outreach. The Young Professionals Council extends its sincere appreciation to James Hardie, the event’s presenting partner, and Rane Pearson Real Estate whose support helped make the evening a success. DALLAS DIVISION LUNCHEON Explores the Future of Energy Codes and Energy Efficiency The Dallas Builders Association’s Dallas Division welcomed industry professionals to its June luncheon, “DFW Energy Codes: The Current Landscape & What’s Next,” featuring James Rodriguez, co-owner and CEO of Fox Energy Specialists. Held at Maggiano’s Little Italy on June 4, the luncheon brought together builders, developers, and industry partners for an informative discussion on the evolving energy code environment across North Texas. Attendees gained valuable insights into current code requirements, upcoming changes, and the future of Energy Star programs, helping them stay informed and prepared in an ever-changing regulatory landscape.
