WOLBI votes: A guide for making your voice heard on November 5
This guide is designed to provide all the information students need in order to register to vote as a college student in New York, cast an absentee ballot, and vote in person on November 5. Please direct all questions to jtcousins@wol.org . This guide does NOT provide information on voting outside New York State.
Election Day is Tuesday, November 5, 2024 Early Voting Period is October 26 – November 3, 2024
REGISTERING TO VOTE • Students have a choice about where to register to vote.
• Students attending college may register at their campus address or choose to remain registered or register at their permanent or home address. • You may only be registered and vote in one location.
Qualifications to Register to Vote
• Be a United States citizen • Be 18 years old (You may preregister at 16 or 17 but cannot vote until you are 18.) • Resident of this state and the county, city or village for at least 30 days before the election • Not be in prison or on parole for a felony conviction (unless parolee pardoned or restored rights of citizenship) • Not be adjudged mentally incompetent by a court • Not claim the right to vote elsewhere

New York State Voter Registration Form
• You may register to vote using the New York State Voter Registration Form accessible at the links below. You may complete a PDF version of the New York State Voter Registration Form online by clicking on the link below, typing in the necessary information and selecting the appropriate boxes. VOTER REGISTRATION DEADLINES (FOR THE NOVEMBER 5, 2024 GENERAL ELECTION) Mail Registration (N.Y. Election Law Section 5-210(3)) Applications must be postmarked no later than October 21, 2024 and received by a board of elections no later than October 26, 2024 to be eligible to vote in the General Election. **It is highly recommended that WOLBI students send their completed Voter Registration Form to the Warren County Board of Elections prior to the October 21 postmark deadline.**
In-Person Registration (N.Y. Election Law Sections 5-210, 5-211, 5-212)
You may register at your local board of elections or any state agency participating in the National Voter Registration Act, on any business day throughout the year, but, to be eligible to vote in the General Election, your application must be received no later than October 26, 2024 .

ABSENTEE VOTING How to Apply for an Absentee Ballot
You may apply for an absentee ballot in any of the following ways: • Electronically through our Absentee Ballot Application Portal (requires a New York State driver’s license) • By sending an email request to your local county board of elections (Requires a New York State driver’s license OR the last four digits of your Social Security number. This is the same for applying via telephone, fax, and in person.) • By telephoning a request to your local county board of elections • By sending a fax request to your local county board of elections • By going in person to your local county board of elections • By mailing a paper application to your local county board of elections

You may download a PDF version of the New York State Absentee Ballot Application Form: • Download English Form: https://ballotapplication.elections.ny.gov/home/ absentee • Download Spanish Form: https://ballotapplication.elections.ny.gov/Home/ Absentee?lang=es Upon completion, applications must be mailed to your county board no later than the seventh day before the election or delivered in person no later than the day before the election.

• By sending a letter to your county board of elections. The letter must contain the following information: 1. Name and date of birth of the voter 2. The address where you are registered 3. An address where the ballot is to be sent 4. The reason for the request If you apply by letter, an application form will be mailed with your ballot. The application form must be completed and returned with your ballot. If you cannot pick up your ballot or will not be able to receive it through the mail, you have the right to designate someone to pick it up for you. Only that person designated on your application may pick up and deliver your ballot. If you are permanently ill or disabled, you have the right to receive an Absentee Ballot for each subsequent election without further application. Simply file an application with your county board of elections indicating permanent illness or physical disability.
You will then automatically receive an absentee ballot for every election until your registration is canceled.

When is it due? You must apply online, postmark, email or fax a completed application or letter request for the General Election Absentee Ballot no later than 7 days ( October 29, 2024 ) before the election. You may apply in person up to the day before the election ( November 4, 2024 ). You may file an application at any time before the deadlines. **Please be aware that despite the above deadlines, the post office has advised they cannot guarantee timely delivery of ballots applied for less than 15 days before an election.**

How to Cast an Absentee Ballot
• Once you receive the ballot, mark the ballot according to your choices for each office following the instructions on the ballot. • Once you have completed marking your ballot, fold it up and place it in the Security Envelope. (This envelope will have a place for your signature.) • Sign and date the outside of the Security Envelope. • Seal the Security Envelope. • Place the Security Envelope in the Return Envelope. (This envelope will have the return address of your county Board of Elections on the outside and should have a logo that reads, “Official Election Mail.”) • Seal the Return Envelope. • You may return the ballot in any of the following ways: 1. Put it in the mail ensuring it receives a postmark no later than November 5. 2. Bring it to the County Board of Elections Office no later than November 5 by 9 PM. 3. Bring it to a poll site on November 5 by 9 PM. Mail Time Considerations When Returning an Absentee Ballot When mailing your completed ballot, the USPS recommends that voters allow enough time for ballots to be returned to the Board, which is generally seven days ahead of the General Election . New York State requires your ballot to be postmarked by November 5, 2024, and received by our Board by November 12, 2024. Voters who mail in their ballots on Election Day must be aware of the posted collection times on collection boxes and at the Postal Service’s retail facilities, and that ballots entered after the last posted collection time will not be postmarked until the following business day.

You Can Still Vote in Person if You Request an Absentee Ballot Even if you request or cast and return an absentee ballot, you may still go to the polls and vote in person. The Election Law recognizes that plans change. The Board of Elections is required to check the poll book before canvassing any absentee ballot. If the voter comes to the poll site on Election Day or during early voting and votes in person, the absentee ballot is set aside and not counted.

EARLY IN-PERSON VOTING Any registered voter is eligible to vote early in person during the early voting period.
Early voting in New York is available at designated early voting sites from 10 days before the election through the 2nd day before the election.

VOTING IN PERSON ON ELECTION DAY Polling Location WOLBI students registered to vote with their campus address can vote in person at the following address on Tuesday, November 5, between 6 AM and 9 PM:

First-Time Voter Identification If it’s your first time voting, you may be asked to provide a photo ID. Your WOLBI student ID should work, but you should carry an alternate photo ID just in case (driver’s license, passport, etc.). You may need to give the last four digits of your Social Security number. **The Word of Life Bible Institute is allowing students to vote in person if they are registered to vote in the immediate area. Since November 5 is a Tuesday, all students will have class throughout the morning. It is recommended that students who desire to vote in person take a portion of their afternoon to go to the polling location and cast their ballot. If your afternoon is occupied by a ministry or service assignment, you may leave campus to vote during the evening hours, even if you have required study hours. We ask that you inform your RD of your plans and come immediately back to campus after casting your vote. Since the polling locations open at 6 AM, you are welcome to vote in person BEFORE class. Understand that casting your vote will not be a valid excuse for skipping class.**
