Pickleball Noise Absorption Project

Background: ORPS has a very popular and successful pickleball program. However, the noise problem is unique in that the 13 courts are situated so close to RV’s and the ES clubhouse and swimming complex. The Board of Directors has a fiduciary duty to manage the resort in the best interest of all 1,213 owners and at present manages pickleball noise by limiting the hours of play and by limiting the types of ball and paddles that may be used. ORPS has already obtained on-site testing and advice from nationally recognized expert Lance Willis, PhD, Spendiarian & Willis Acoustics & Noise Control LLC, on the design of a noise absorption solution particular to the challenges of our resort. See http://orpshoa.com/document_view.asp?id=1804 The 10-foot noise absorbing wall recommended by the experts will entirely replace the existing 10-foot chain link fence and blue wind screen. 1. Pickleball hours may be extended by shielding neighbors from noise. 2. Pickleball players may be able to choose additional paddles and balls. 3. Extension of pickleball hours will protect our tennis program by avoiding the conversion of additional tennis courts into pickleball courts. 4. Extension of pickleball hours can divert residents from golf to pickleball, thereby relieving pressure for golf tee times. 5. Enhanced pickleball program will contribute to marketing of the resort, raise property values for the current owners, and improve rental and resort fee revenues. 6. Creates Win–Win. More fun for pickleball. Quiet for neighbors. Motion(s) for Consideration: To refer to the Planning Committee a request for review of available noise absorption technologies, selection of a preferred technology and supplier, and for preliminary cost of materials and labor for the Noise Absorption Project. AND To request the Finance Committee provide the Board a recommendation for funding the Noise Absorption Project recommended by the Planning Committee.
