Pavement Management Plan
Description:
Acceptance of 6-year Option
Submitted By:
Ed Vitrano, General Manager
Date: December 17, 2020
Background: See attached a revised PMP, which extends the original three-year plan to six years. The increase in cost, as the plan is doubled in length, only increased 7%, from $775,000 to $826,000. I also asked Jeff to try to fit earlier year expenses in a less costly category so that, if the Board approves the plan, impacts to earlier budgets are not as high. The Reserve Study for this year has an estimated expense of $89,000 and the first year of the PMP is estimated at just over $88,000, including engineering and project management. It’s important to note that Associated Engineering Consultants (AEC) does not do the construction work. They are only consultants and project managers. They pre-qualify companies who can handle the work, prepare the scope or work, solicit bids and supervise the work when awarded by the Board. Additionally, I asked Jeff Pearson, AEC engineer, to add options so that “rideability” impacts are addressed when intersection valley gutters are scheduled for replacement. Widening of the valley gutters and reducing the pavement height from where a vehicle enters the intersection can be addressed. The attached map has circles around the worse intersections which need attention. I tried to show that not all intersections need all valley gutters widened. Intersections completely in yellow need all redone. Disregard the circles around lots. Jeff is preparing those options now. For Consideration: To approve a 6-year PMP and approve an expenditure, not to exceed, $4,500, to authorize AEC to prepare bid documents and solicit bids. Designated Funding: Reserves
