collector and arterial roads and all mass transit corridors within the urban area where improvements are identified in the 2040 Cost Feasible Long Range Transportation Plan The county recognizes that road right-of-way must accommodate the travel way, roadside recovery areas, bicycle and pedestrian facilities, drainage facilities, and utility lines. Accordingly, the county hereby adopts minimum right-of-way standards as defined below (see Table 10).
