BUDGET SUMMARY

On January 22, 2019, the City Council approved changes to the City’s organization to properly reflect the current span of responsibility, address internal equity among other comparable positions in the City, realign workload, and implement best practices. This restructuring included dividing the Administrative Services Department into two separate departments: the Department of Financial Management and Strategic Planning and the Department of Human Resources and Innovation.

This newly formed Department of Human Resources and Innovation (HRI) consists of the following: Human Resources, Risk Management, Information Technology, and Geographic Information Systems. The HRI team of professionals strives to serve the Irvine community’s need for a diverse, well qualified, and high performing workforce through strategies designed to maximize individual and organizational performance. HRI serves as a strategic partner to both internal and external customers, providing leadership, expertise, support and guidance in the following areas: Recruitment and Selection, Employee Development and Training, Employee and Labor Relations, Benefits Administration and Wellness, Workplace Safety, Workers Compensation and Risk Management, Classification and Compensation, Technology Operations, Long Range Strategic Planning, Network Infrastructure, and Interactive Mapping.

Strategic Goals & Objectives Recruit and lead the selection of highly qualified candidates to provide services to the community. Establish standards for employee conduct, job classifications, recruitments, City computer use, and the purchase of goods and services.

Provide human resources, informational technology, and risk management support to all departments in their efforts to enhance the City’s physical environment. ✔ ✔ ✔ ✔ Coordinate facility safety audits to provide community groups with the safest possible environment. ✔ ✔ ✔ Provide professional, effective, and efficient support services. ✔ ✔ ✔

Provide a safe work environment for all employees.

Hire and train staff members to provide City services.

Provide Irvine with advanced digital services to increase efficiency and promote economic prosperity. Provide efficient government services that minimize the cost of services to the community.
