ADMINISTRATION SUMMARY OF SERVICES

The Administration Section administers the day-to-day operations of the Public Safety Department, providing long-range planning on public safety issues, recruitment and training and overall direction, guidance and administrative services to the Department’s divisions. The Administration Section also coordinates and provides liaison responsibilities with the Orange County Fire Authority. The Orange County Fire Authority provides fire protection to the citizens of Irvine under a contract with the City.

Accomplishments

 The Irvine Police Department was honored to be the recipient of several distinguished awards over the past year. One such award was the Excellence in Community Service Award, presented by the Asian Business Association of Orange County. Additionally, the Orange County Homicide Investigators Association Award was presented to current and former members of Public Safety for their work on the Golden State Killer Task Force, our Mandarin Community Emergency Response Team training program received the California Emergency Services Association (CESA) Silver Award, and finally, the renowned Irvine Police Explorer program received the Spurgeon Award, presented by the Boy Scouts of America Orange County Council.  The Office of Emergency Management, a division of Public Safety, performed a number of key trainings this year. The “Orange Crush” Emergency Operations Center functional exercise was a large-scale effort that simulated the aftermath of a major earthquake in our region. A Point of Dispensing (POD) exercise simulating a countywide effort to distribute medications in the event of an emergency was held at the Orange County Great Park. Emergency Management participated in tabletop exercises focused on wildfire response and dam failure. Emergency Management continued outreach to the community, presenting meetings in Turtle Rock and Portola Springs, as well as hosting emergency evacuation exercises with the Irvine Unified School District. Emergency Management conducted the first ever Community Emergency Response Team training for City employees. The Office of Emergency Management applied for and received a Local Hazard Mitigation Grant in the amount of $106,000. In addition, an update of the City’s Emergency Plan is under way, and region specific evacuation plans are being created.  The Irvine Police Department began transitioning to a black-and-white police car. The traditional black-and-white design will help distinguish IPD’s units from private security vehicles and assist the public in more easily identifying police vehicles. The new design more prominently features our City seal, the words “City of Irvine” and our Department slogan, “In Partnership with the Community.” The new graphics for the patrol car were overwhelming selected by a vote of our field personnel. The black-and-white units will roll out over several months, as new vehicles are added to the fleet and older units are replaced.  Social media is a key tool employed by Public Safety to engage the public. Over the past year, Public Safety has expanded access to our social media by forming a Social Media team. Several members of the Department now have access to post on our social media accounts, allowingmore real-time notification of crimes in progress and road closures.
