ENVIRONMENTAL PROGRAMS SUMMARY OF SERVICES

The Environmental Programs Division develops and implements municipal and community-wide environmental programs through leadership, education, technical assistance and regulatory compliance, advancing conservation, resource efficiency and effective stewardship. Key service areas include:  Energy management consistent with Council-adopted Energy Plan and AB 32, SB 32, and AB 802.  Implementation of grant funded programs to aid businesses with regulatory compliance related to recycling and food waste reduction.  Management of franchise agreements to reduce waste to landfills and ensure recycling compliance with various regulations and statutes including AB 949, AB 341, AB 1826, and SB 1383.  Public outreach programs to share information on energy efficiency, waste reduction, and water conservation and facilitate community partnerships.  Staff support to the City Council appointed Green Ribbon Environmental Committee to facilitate community input on sustainability polices for City Council review. Accomplishments  Awarded energy storage project to install a battery storage system at Woollett Aquatic Center that will offset peak energy use and provide cost savings annually.  The City maintains its Gold Tier level in the Orange County Cities Energy Leader Partnership and is eligible for additional rebates/incentive dollars on future energy projects.  Continued work on City Council approved energy studies to determine the feasibility of Irvine’s participation in a Community Choice Energy program, the first of its kind in Orange County, and assess Irvine’s energy consumption to develop strategies that reduce the community’s energy footprint.  Continued management of exclusive waste and recycling franchise agreement that provides the guaranteed lowest waste collection service rate among Orange County cities for Irvine residents.  Implementation of County of Orange grant to promote state mandated organics/food waste recycling and food waste prevention programs by contacting 500 businesses over the three-year grant period. Currently 360 businesses have benefitted through the program and brought into compliance with state recycling mandates.
