INTRODUCTION
Public input/review of the proposed budget is encouraged at Community Budget Meetings. The entire budget document is also available at City Hall for review as well as online at www.cityofirvine.org. The Finance and Community Services Commissions also hold public meeting(s) regarding the City Manager’s proposed budget. After providing public notice and opportunity for public review and comment, the City Council adopts the biennial budget at a public meeting prior to July 1. The budget proposal presented by the City Manager reflects the continuation of current service levels wherever appropriate and/or include an explanation of any decreases and increases. Any reprogramming or budget shifts from the previous budget is clearly identified in the budget document. After budget adoption, there shall be no changes in City programs or services that would result in significant and ongoing increases in City expenditures and obligations without City Manager and City Council review and approval.
