Fund 118: SYSTEMS DEVELOPMENT FUND The City imposes a 1 percent Systems Development Charge (SDC) on all new development within the City, which is accounted for in this special revenue fund. This fee was established pursuant to Title 2, the City's Municipal Code, with 50 percent of the receipts applied to circulation projects and 50 percent to non- circulation projects. In FY 2018-19, the Infrastructure & Rehabilitation Fund released $6.3 million reserved fund balance and the Gas Tax fund released $3.4 million of reserved fund balance for the Marine Way Project. To preserve the Marine Way Project funding, the SDC fund reallocated $9.7 million of its circulation fund balance to the Marine Way Project. For the FY 2019-20, and FY 2020-21, budget cycle, $21.2 million of SDC Circulation and $10.2 million SDC Non Circulation funding are appropriated to various new and existing projects. Some of the larger projects are: $12.5 million for the Marine Way project, $3.3 million for the JOST Trail Segment from Barranca to Walnut, $3.4 million for University Drive Widening – Ridgeline to I-405, $3.0 million for the Walnut Bike Trail Lighting & Landscaping, and $3.9 million on various traffic signal and signal synchronization projects. In addition, the Transportation Department appropriated approximately $1.0 million in each budget year for traffic related studies, synchronization support services, and feasibility studies for circulation improvements associated with the City’s increased expansion and growth.
