Fund 149: SPECIAL PROGRAMS GRANTS This fund was established in FY 2009-10 to account for miscellaneous grants for all departments that do not pertain to other special revenue funds. In November 2014, the California Transportation Commission awarded $500,000 to the City for a Regional Active Transportation Program project in Orange County. The funds will be used for the development of a citywide bicycle, pedestrian, and motorist safety program which will include educational materials, maps, training classes, events, media outreach, etc. The purpose of the project is to educate, encourage, and enforce community safe practices for bicyclists, pedestrians, and motorists. The project encompasses multiple fiscal years, with FY 2019-20 completing the project, with $200,000 programmed for this effort. The City was awarded $100,000 by the Department of Finance of the State of California (DOF) for preliminary work related to the upcoming 2020 Census, which will assist the City with present and upcoming costs associated with participation in the Census program. The Local Update of Census Address Program (LUCA), through the DOF, offered incentives to local jurisdictions to review mailing address that will be used for the 2020 Census. In addition, per a cooperative agreement with the County of Orange the following multi-year grant funded efforts are programmed; $25,000 for public education for recycling efforts; $58,600 and $36,600 respectfully to implement an organic waste recycling program to divert organic waste generated by businesses; and $65,000 for beverage container recycling programs.
