City of Irvine The City of Irvine is located 40 miles southeast of Los Angeles and six miles from the ocean in Orange County, California. Incorporated in 1971, Irvine is a Charter City governed as a Council/Manager form of government. In the Council/Manager form of government, the City Council adopts legislation, sets policy, adjudicates issues, and establishes the budget for the City. The City Manager implements City Council policy and laws as the administering head of the government.

As one of the nation’s largest master-planned communities, the City of Irvine encompasses 66 square miles and is the largest city in Orange County, with a population of more than 277,000 residents. Over the past 48 years, Irvine has strategically grown into one of the safest, healthiest cities in the country, offering: first-class public education; unmatched public safety; strong business attraction; and miles of varied and well-maintained biking and hiking trails, open spaces, parks, and sports facilities. It has been rated No. 1 in America in fiscal strength and the safest big city in the country, and has won numerous national and state budget awards.

Irvine has also been named among the nation’s best places to live, has been ranked No. 2 for best large city in the United States to raise a family, and is the second happiest place to live, among many other honors. Services provided by the City include: animal control; building and safety regulation and inspection; general administrative services; planning and zoning; police; public facility and capital improvement construction; recreation and cultural programs; open space administration; street lighting and maintenance; landscape maintenance; and transportation management. The City contracts with the Orange County Fire Authority (a joint powers organization) for fire and medical services, and has three independent districts that provide library, education, and water and sewer service. The Orange County Public Libraries is a network of 33 libraries in Orange County, of which three are in Irvine. The Irvine Unified School District includes four K-8, 24 elementary; six middle and five high schools,
