Historically, low-income, people of color, and women-led renter households, are at the greatest risk of experiencing indirect displacement. Fostering housing security starts with affordability, but can also be addressed by types of housing, preservation of culture and neighborhood feel, and similar factors. The density and ratio of occupants has changed in the project area pre and post construction; before there were more single- family homes and working-class homeowners, and today there are more renters and multifamily housing units. If an inherent tradeoff of development is indirect displacement, the project must be ready with anti-displacement strategies that respond to today’s housing market context.
