DESIGN & CONSTRUCTION RISKS E xisting plan information and previous infrastructure recommendations were reviewed to conduct a fatal flaw evaluation of the following for the proposed lid over the Downtown Connector in the areas listed below:
Structural Evaluation
•
Tunnel Systems
•
• Interstate Typical Section Evaluation
Stormwater System Evaluation
•
Constructability Evaluation
•
• Department of Watershed Management Planned Projects.
This review identified additional risks that had not been highlighted by the previous analysis. These risks are highlighted in the following analysis. Additional project risks may be identified as more project information is collected. Risks for the above categories should continue to be monitored as project data is compiled and designs evolve. This review is not intended to be a detailed analysis of technical feasibility . The fatal flaw analysis identifies project components that may present unanticipated challenges or prevent the project goals from being met. EVALUATION OF PREVIOUS INFRASTRUCTURE ANALYSIS A review of the previous infrastructure analysis and cursory assessment of existing as- built plans for the I-75/I-85 Downtown Connector has identified several design and construction risks for the Stitch. These risks should be monitored and assessed as the design progresses in order to mitigate the impacts and costs to the project. Additional risks will be identified as the design and more detailed corridor information becomes available. All project risks should be tracked in a risk register and mitigation options or cost implications for each can be identified as design progresses. The major risk items that are identified through the review of existing conditions and previous technical analysis fall under the following categories:
Vertical Clearances
•
Horizontal Clearances
•
Historic Structures
•
• Utilities These risks may have been identified in the previous technical analysis, but some aspects of the risk may not have been fully accounted for. Emphasis should be shown
