The Georgia Power utility tunnel may complicate the construction of bridge foundations; however, as it runs more perpendicular to the existing roadway, it should present less of a challenge than the sewer line. Details for the Georgia Power tunnel are not currently available. The tunnel location is noted on the 1980’s Downtown Connector widening plans, but more detailed information on the tunnel construction would allow for a better understanding of the construction constraints around the utility. CONSTRUCTION IMPACTS TO HISTORIC STRUCTURES The construction of new bridge abutments to support the Stitch cap structure will have impacts to properties and structures adjacent to the Downtown Connector. Excavation and construction outside the footprint of the existing retaining walls will be required to build the abutments that are necessary to support the Stitch cap structure. The specific construction approach and impacts for each section of The Stitch will be evaluated as design process progresses; however, two locations along the corridor stand out due to the proximity and potential historic eligibility structures. Proposed impacts to either of these structures could trigger Section 4(f) evaluations, which will require the project to demonstrate there are no feasible or prudent avoidance alternatives for impacts to the resource.
