constructed as part of the original 1950’s Atlanta North-South Expressway project. The as-built plans for the existing wall and abutment are not available currently so the wall type that this resource sits atop is unknown and it is unclear if the wall is supported by tie-back anchors under the existing building. The previous technical analysis notes that structural details for the wall and abutment should be available in the report “Investigations and Recommendations for Stability of Retaining Walls in the Vicinity of Medical Arts Center and Alexander Street Bridge” prepared by Law/Geoconsult International Inc. in 1983. Coordination by the previous team with GDOT failed to locate these reports.

Avoiding impacts to the Medical Arts parking garage will be extremely challenging. The garage was constructed right up to the edge of the existing right-of-way set in the 1950’s and sits atop the retaining walls for the Downtown Connector. Any disturbance to the existing wall will likely result in impacts to the parking garage structure above. Because the structure is built right on top of the existing walls, the proposed abutment construction techniques for the Stitch could not be implemented without directly
