2020 LEVEL OF SERVICE Level of Service (LOS) is a qualitative measure of traffic flow. There are generally six levels as defined by FHWA in the Highway Capacity Manual (HCM) for use in evaluating traffic operations. The congestion levels can be understood from Figure C.5 below. The following levels are considered to be serviceable and acceptable levels of traffic flow: LOS A, LOS B, LOS C, and LOS D. The roadway segments receiving LOS E and LOS F are where more attention is needed for future programs and projects.
