• Affordable housing components are essential in the TOD development and must be supported through policy, zoning, and other mechanisms. Downtown is becoming less affordable and the percentage of the population that needs affordable housing is increasing. • Housing attainability in the study area (and around Downtown’s core is a challenge, especially for younger population (students) and low- income population. • Land use policy should support human-scale design, building form, and mobility options. • Streets in the study area should be reoriented towards pedestrians, cyclists, and other transit modes. • TOD area should contain the tallest buildings, with building height stepping down towards the south portion of the Stitch. • The six governing principles are return on investment, mobility and access, Innovation, Equity, Environmental Sustainability, and Economic Development and Land Use – Proposed projects in the ATL region are evaluated against these principles. • Economic Development & Land Use: Creates or enhances connectivity and access to job centers, activity centers and economic centers in line with regional development and growth objectives. • Existing and proposed land use are included in evaluation criteria for Economic Development and Land Use and Return on Investment
The ATL is required to develop and regularly update a regional transit plan, incorporating existing and future transit services, facilities, and projects in order to provide a coordinated region-wide approach and enhance connectivity for riders. The ATL Regional Transit Plan, or ARTP, serves as the foundation for transit planning in the Atlanta region for the next several decades, ensuring transit projects work together to create a seamless network and customer experience regardless of transit operator.
