Previous desktop reviews of the Stitch’s area of potential effect (APE) identified approximately 47 historic resources that are 50 years or older. The 47 resources include historic resources that are already listed on the National Register of Historic Places (NRHP), those that are likely eligible for the NRHP, and those that need to be further evaluated but likely would not be eligible for the NRHP. Since the project is anticipated to utilize federal funding sources and since it involves construction within the Interstate boundary, the National Environmental Policy Act (NEPA) requires the project to comply with Section 106 of the National Historic Preservation Act (Section 106). The 47 historic resources mentioned above may increase or decrease as the APE is further defined. In addition, the previous desktop reviews evaluated resources built prior to 1968 which was the 50-year mark at that time. At the project start date of historic resource evaluation, the 50-year mark will likely be 1974 so resources may be added at that time. A History Survey and Section 106 documentation is projected to begin in 2024 and would include a more extensive evaluation. All resources will be evaluated and documented in compliance with Section 106 standards with the State Historic Preservation Officer (SHPO) and the Federal Highway Administration (FHWA) serving as the officials with jurisdiction over historic resources. For listed or eligible historic resources, adverse effects should be avoided, where possible, with the most common type of adverse effect being one that causes physical destruction. Several of the corridors are known trolley/streetcar corridors. As such, the 2015 Programmatic Agreement for Historic Streetcar Archaeological Sites in Georgia should be adhered to. Resource identification activities may require additional measures such as Ground Penetrating Radar (GPR) and metal detection, however, construction activities are typically not affected through the use of standard mitigation practices and the issuance of a Special Provision for the Construction Contract.
