its previous 35-year-old regulations. The revision was the culmination of over three years work involv- ing each division and office of the department. The then-existing regulations were difficult to use and, in order to continue effectively providing its services, the department needed to generate additional reve- nues in response to declining oil revenues. Because of the complexity of the 2018 regulation changes, DNR anticipated that additional changes would be necessary after implementation of those new regulations. As expected, the Division of Mining, Land and Water (DMLW) and the Division of Parks and Outdoor Recreation (DPOR) identified issues regarding the clarity of some regulations, the amounts of fees, or the application of new fees. DMLW also identified changes that should be made to address issues such as Kasilof mooring buoys, visitor day use fees, and commercial recreation registration. DPOR proposes to amend 11 AAC 05.170(d) regarding entities to which certain fees apply. Public Hearings Under AS 41.21.026, DNR will conduct a public hearing to collect public comments on its proposed amendments to 11 AAC 05 and 11 AAC 96 relating to fees. This hearing will be conducted primarily for pur- poses of AS 41.21.026(c) regarding changes to fees for the use of state park system facilities, but comments may be made on any proposed amendment.
