As many will know 2019 marked the 20th anniversary of the UK’s total ban on asbestos, and – perhaps – the first tentative signs that asbestos related deaths have peaked. Now, more than 20 years since asbestos was banned in the UK. Unfortunately, the presence of asbestos still remains widespread in our public and private buildings, with up to 6 million tonnes of asbestos thought to remain in UK buildings. The Fire Safety (England) Regulations 2022 implemented the majority of the recommendations made by the Grenfell Tower Inquiry in its first phase report which required a change in the law. The new regulations came into force on 23 January 2023 following publication of guidance which was published on 6 December 2022.The regulations seek to improve the fire safety of blocks of flats in ways which are practical, cost effective and proportionate to the risk of fire. The Fire Safety Act (FSA) clarified the scope of the Fire Safety Order to make clear it applies to the structure, external walls (including cladding and balconies) and individual flat entrance doors between domestic premises and the common parts. The Fire Safety (England) Regulations 2022, made under article 24 of the Fire Safety Order, impose new duties on responsible persons with regard to the areas brought within the Fire Safety Order by the Fire Safety Act, and commencement of section one of the Fire Safety Act was therefore a necessary precursor to the laying of these regulations. Many organisations have systems in place to try and manage compliance in their properties but given the age, location and general usage means that regular re-inspection and constant vigilance is required. Despite strict rules, lapses are regrettably still common, meaning occupiers, workers and members of the public are still exposed to the dangers these breaches leave.

Asbestos Surveys

Asbestos surveys are critical to ensuring the duty holder is compliant with The Control of Asbestos Regulations 2012 (CAR2012).

LE Group is working towards UKAS accredited to ISO/EIC 17020:2012 and has vast knowledge and experience within the industry.

Asbestos Management Surveys – A management survey is the standard survey. Management surveys locate all existing asbestos within the internal and external parts of the building. Its purpose is to locate, as far as reasonably practicable, the presence and extent of any suspect asbestos containing material (ACM) in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition. Refurbishment Asbestos Surveys – A refurbishment survey is required before any refurbishment work is carried out. This type of survey is used to locate and describe, as far as reasonably practicable, all ACMs in the area where the refurbishment work will take place. The survey will be fully intrusive and involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach. A refurbishment survey may also be required in other circumstances, e.g., when more intrusive maintenance and repair work will be carried out. Demolition Asbestos Survey – This type of survey is used to locate and describe all ACMs in the whole building if demolition. is planned. The survey will be fully intrusive and involve aggressive inspection techniques, as necessary, to gain access to all areas, including those that may be difficult to reach. Asbestos Re-Inspection Services – Where asbestos containing materials (ACMs) have been identified, periodic inspection is required which is normally undertaken on an annual basis. This ensures compliance to regulation and the safety of people using the property, with clients receiving a report detailing any changes as well as amended recommendations. We have set-up formal service level agreements with a number of BS/EN ISO/IEC 17025:2005 UKAS accredited laboratories to ensure our service offerings are totally impartial to our clients. This arrangement works well in practice, providing clients with a seamless survey through to abatement process while demonstrating impartiality through third party involvement.

Asbestos Management Plans

Managing asbestos is a legal requirement. An asbestos survey on its own does NOT fulfil your legal duty to manage asbestos. To manage your asbestos, you must have a fully documented asbestos management plan. LE Group has vast experience putting together plans that are tailored to suit our clients. We make sure that our clients have the correct documented procedures to ensure their asbestos risk is managed fully in accordance with regulatory requirements

Gap Analysis

Undertaking a desktop study/gap analysis is the first step in achieving full compliance in terms of meeting statutory and regulatory obligations, each of which places specific duties on the duty holder to comply with the Control of Asbestos Regulations 2012 (CAR-2012). Typically, these are conducted when a customer feels they may have sufficient information to comply with the law but have questions over its validity. The desktop study/gap analysis is a valuable resource for those organisations that have large property portfolios given that they can be targeted towards specific areas of the business or activities.

Legionella Compliance Assessment

Maintaining legionella compliance is incredibly important, and the best way to ensure your premises are safe and compliant is to undertake a legionella risk assessment, which is a visual inspection of your property’s wat er system. It involves inspecting all water outlets, pipes and tanks and also assessing the risks of each asset and the management that is in place to cover the monitoring side of your building. The risk assessment should be reviewed on a regular basis and may need to be renewed, this can be due to building changes, new installations of pipe work or changes in regulations.

Legionella Management Plans – Our management plans will help you to meet water safety compliance, providing key information and actions to be taken to ensure you remain safe. Water Hygiene Services

Outlet Flushing - If an outlet in your building is low-use or even not used at all, stagnant water can allow legionella bacteria to increase considerably. Low use outlet flushing should take place weekly, and each outlet should also be flushed for two minutes. LE Group can include flushing in our monitoring package if required or provide a facility to record your own flushing.

Mould Surveying, Analysis, Remediation

How Do Household Moulds Cause Health Problems?

Not all household moulds cause health problems. However, some mould spores contain allergens, and irritants and produce toxins which can cause health problems, especially when ingested or inhaled deep into the respiratory tract.

How does it affect your health?

Moulds produce allergens (substances that can cause an allergic reaction), irritants and, sometimes, toxic substances.

Inhaling or touching mould spores may cause an allergic reaction, such as sneezing, a runny nose, red eyes and skin rash. Moulds can also cause asthma attacks.

Causes of damp and mould

Mould and damp are caused by excess moisture. Moisture in buildings can be caused by leaking pipes, rising damp in basements or ground floors, or rain seeping in because of damage to the roof or around window frames. LE Group provide a comprehensive building mould survey & service using the latest in diagnostic technology and investigative methods. We conduct a non- destructive investigation of the property to identify potential sources of water penetration and condensation in the building. Our mould inspection, mould testing and sampling protocols are based on established investigation methodologies, government issued guidance documents and international ISO and ASTM standards. ASTM International, formerly known as American Society for Testing and Materials, is an international standards organization that develops and publishes voluntary consensus technical standards for a wide range of materials, products, systems, and services. Our expert technicians will take number of samples and then perform a series of diagnostic tests to determine whether your building poses a potential health hazard due to mould. The mould inspection involves detailed inspection of the building and its surroundings, history of water penetration or flooding, consultation with occupants, making non-intrusive surface measurements and gathering surface samples and monitoring your indoor air quality. Our team will provide you with reliable information about the indoor air quality in your building, the magnitude of air contamination by airborne moulds, clearly identified root causes of the problem and suggest most appropriate remedial measures. Although we may assist you with the treatment of the existing contamination our company does not engage in building work, damp proofing or

other major remedial works which may be required. This approach allows us to remain independent and impartial and represent your interest in dealing with relevant authorities should the need arise. Our reports clearly state if the property is deemed habitable or not. Our assessment is based on the guidance published in the Housing Act 2004: Housing, Health & Safety Rating System. We will also provide with information regarding identified moulds species which is important information used by medical practitioners when dealing with mould exposure cases. We provide analysis of the samples to fungal genus or group level including enumeration of individual fungal categories express and number of spores per cubic meter of air. The analysis included general assessment of the background debris and comments of high concentration of unusual organic or inorganic particles (epithelial cells, respirable fibres etc.)

Fire Compliance and Remedial Works

WHY DO YOU NEED A FIRE RISK ASSESSMENT?

The Regulatory Reform (Fire Safety) Order 2005 requires a fire risk assessment to be carried out for all non-domestic and some types of domestic properties. It is the responsibility of the appointed ‘Responsible Person’ or ‘Duty Holder’ to ensure the assessment is suitable and sufficient. Where a business employs five or more persons, the significant findings of the fire risk assessment must be recorded. We can remove the stress of undertaking a fire safety risk assessment by providing a consultant who is suitably experienced in your specific industry sector. After working alongside your responsible persons, our risk assessment experts will produce a report which includes a fire risk assessment record of significant findings, a clear and concise fire risk assessment action plan detailing actions recommended, and a full fire risk assessment of hazards in the building. We ensure recommendations are appropriate to the premises and business circumstances to effectively reduce, minimise or manage risks. Our fire risk assessment services and recommendations are developed to ensure not only the safety of employees and others who may be affected by a fire on the premises but also protection to the premises and its contents. BAFE SP205 is an industry standard for companies undertaking fire risk assessments. It sets out criteria and requirements for not only the competency of those carrying out the risk assessments, but the competency of those who review and ‘sign off’ the reports before they are issued. It also mak es requirements for the company’s quality management standards. Achieving certification involves a rigorous examination and assessment by a 3rd party certification body of the company’s management systems and processes, and evaluation of the technical competency of the staff. Staff are witnessed carrying out fire risk assessments, and their reports are reviewed. They continue to be evaluated in this way as part of their ongoing monitoring of the company’s standards.

The Certificate is a statement to you that we have applied the standards required by BAFE SP205 in undertaking your fire risk assessment. FIRE STRATEGY

The fire strategy definition referred to in British Standards Institution document, PAS 911 (now withdrawn) is ‘a clear set of measures encompassing fire precautions, management of fire safety and fire protection .’ It involves the development and implementation of policies that address relevant risks and procedures in line with objectives specific to the business. Its aim is to reduce life risk while protecting business procedures and assets. • The requirement for business to have a fire risk strategy is not clearly identified in legislation but to meet the requirements of primary fire safety and building safety legislation, it is clear that without one it will not be possible to monitor performance or manage change, nor potentially ensure that a fire risk assessment is suitable and sufficient. • It provides building owners, occupiers and managers with relevant information to develop and achieve effective fire prevention and protection solutions. • It forms an essential basis for a fire risk assessment to be inducted.

COMPARTMENTATION SURVEYS

The objective of fire compartmentation is to prevent the spread of smoke and fire. By subdividing the building, we can protect escape routes, high risk or high- value areas and prevent extensive losses. A suitable and sufficient fire risk assessment will typically involve a review of existing fire compartment measures. However, the scope of a fire risk assessment will not extensively cover every area or item of fire compartmentation and a more detailed survey may sometimes be recommended. Sampling can indicate the presence of significant issues, such as locating or confirming the presence of fire dampers or establishing if existing measures meet the requirements of current guidance or to meet other specific business resilience objectives.

HOW CAN THE WE HELP?

What is included?

• An assessment of the compartmentation strategy for the premises, or defining the compartmentation strategy if not known • A comprehensive visual inspection of the existing provisions including fire compartmentation in roof voids, fire doors, floors, walls, basements, floor and ceiling voids, risers and shafts where present. • An assessment of the condition of fire doors and compartmentation and subsequent defects in accordance with Building Regulation guidance, relevant British Standards, and any site-specific fire strategy information made available. • A clear action plan which outlines locations of defects, photographic evidence, and suggested remedial actions to be taken. We have significantly developed the technology we use to carry out fire safety compartmentation services to improve the outputs for our customers. Using a tablet device, our software application enables our surveyors to upload your building floor plans (if available). The plans are used to describe the compartmentation strategy, the location of each fire door, and any identified compartmentation issue/breach. Each issue is given a unique ID number on the drawing which corresponds with the digital survey report. The report will outline the existing condition and adequacy of the fire compartmentation measures, and where necessary recommend improvements that should be undertaken in order to make your buildings compliant with statutory requirements and best practice guidance, or to meet a specific business resilience objective.

Our compartmentation survey outputs comprise:

• annotated plans of each floor of your building showing the lines of compartmentation • details of each compartmentation breach, hole, and imperfection identified with suggested repair detail. • a thorough review of all elements of each fire door and remedial actions described using the BM TRADA Accepted Repair Techniques • actual or expected damper locations. • any obvious fire hazards or risks

FIRE DOOR INSPECTION

Fire resisting doorsets are a vital passive fire protection measure and will be found in almost all buildings, providing protection to escape routes and areas of high fire risk for example. They are often subject to damage due to misuse or general wear and tear and should undergo regular inspection to ensure they continue to function properly. Fire door inspections allow for remedial work to be identified and subsequently implemented to ensure the spread of fire can be minimised and provide building occupants with additional time to escape. The Q- Mark Fire Door Maintenance scheme is designed to ensure that fire doorsets are inspected and maintained correctly, in accordance with the manufacturer’s instructions and or appropriate guidelines. The objective of fire resisting doorsets is to assist in preventing the spread of smoke and flames in the event of a building fire. Fire resisting compartmentation is used alongside doorsets to subdivide the building. In most buildings, this fire protection is a legal obligation under both Building Regulations and to meet the requirements of the Regulatory Reform (Fire Safety) Order 2005 in England and Wales (and similar legislation in Scotland and Northern Ireland). It can protect escape routes, high-risk or high-value areas, and prevent extensive losses. The Responsible Person should ensure that a suitable and sufficient fire risk assessment has been undertaken and this will typically involve a review of the condition of existing fire doorsets. However, the scope of a fire risk assessment

will not extensively cover all fire doors and frames. Sampling can indicate the presence of significant issues, such as incorrectly fitting doors, missing features (such as intumescent seals, if required) and obvious signs of damage, but a more extensive door inspection survey may be required.

Our fire door inspectors conduct comprehensive, non-destructive fire door surveys and deliver detailed reports on the condition of the entire doorset.

A non-destructive and non-intrusive survey comprising:

• a comprehensive visual inspection of each fire resisting doorset including: • the fire resisting qualities of the fire door hinges and all door hardware. • the condition, fitting, and operation of the hinges and hardware • a review of fire door signage • a check of the condition and operation of any hold open devices • a check of the fire door closing devices and their ability to effectively close the doorsets. • a check for relevant markings, for example from the British Woodworking Federation to identify the fire rating of the doorset. • an inspection of the locks and latches to ensure they are operational. • an inspection of any vision panels, glazing, and review of their suitability • an inspection of the cold smoke seals • an inspection of the intumescent strips • an assessment on the fire resisting qualities of the doorset, including its thickness. • a review of the gaps between the leaf and frame – including the threshold for suitability • a visual inspection of the fire door frame • a visual inspection of the door leaf • a review of the materials used in the installation of the doorset. • a clear action plan which outlines the locations of defects, photographic evidence, and suggested remedial actions made by way of reference to the BM TRADA Accepted Repair Techniques. We have significantly developed the technology we use to carry out fire door inspection surveys to improve the outputs for our customers. Using a tablet device, our software application enables our fire door inspectors to upload your building floor plans (if available). The plans are used to highlight the location of each fire door which are classified as non-compliant, nominal, or compliant. Each door is given a unique ID number on the floor plan which corresponds with the digital survey report. A RAG rating

is also included to enable you to identify which doorsets should be prioritised for remedial action.

This technology enables us to produce a clear, concise, comprehensive digital report which links any identified issues to the location on your building floor plans. Annotated drawings are provided in AutoCAD and pdf formats and the report is produced in a useable format so you can filter, extract, and import to your own systems if required. The report will outline the existing condition and adequacy of the fire doorsets, and where necessary, recommend improvements that should be undertaken in order to make your buildings compliant with statutory requirements and best practice guidance, or to meet a specific business resilience objective.

Our fire door inspection survey outputs comprise:

• annotated plans of each floor of your building showing the location of each fire door • details of each non-compliant, nominal, and compliant fire door identified. • a thorough review of all elements of each fire door and remedial actions described using the BM TRADA Accepted Repair Techniques • any obvious fire hazards or risks • rough order costs for remediation of each door - if required. BM Trada Q-Mark Fire Door Maintenance

Fire door maintenance shouldn’t be taken lightly with many different components make up a fire doorset and its fire it’s recommended you work with a 3 rd part accredited expert when maintaining them. We’re those experts. installing different components (even if they’re independently fire rated) may jeopardise the door's performance leaving it uncertified and unsafe. Products must be fire performance tested in conjunction with each other to ensure compatibility before installation. BM Trada Q-Mark Fire Door Installation

Installation of fire doors is as life critical as the product specification itself and should only be carried out by someone who is competent, has been specifically trained to install fire doors and understands their responsibilities in getting it right. Fire doors that are incorrectly installed and fitted with incompatible components invalidate certification and will not provide adequate life safety protection for occupants or the building. Fitting a certified fire door is a complex procedure starting with initial site survey been the first stage, throughout the installation process, trained competent must be utilised to ensure a first-time fix and certification is achieved.

Our Goal Zero ambition

highest risks for our type of activities: personal, process, and transport safety.

We set consistent, high safety standards across all our areas of work and we expect

all our employees and contractors to meet them – whether they work in an electrical

substation, on social housing stock or in an office.

Our safety standards and requirements are explained clearly in our Health, Safety,

Environmental policies and manuals. These standards apply to all aspects of our

activities, from external facility management through to decommissioning a site or

platform. They apply to our employees, our contractors and any joint ventures where

we have operational accountability.

In pursuit of Goal Zero, we work relentlessly to strengthen our safety culture,

focusing on caring for people and leadership commitment. A strong safety culture is

complemented by a competent workforce. We ensure that people responsible for

tasks with a significant safety hazard have the necessary training and skills. Our

safety experts work in networks to share and implement best practices around the

world.

HSE Asbestos License Granted a full Licence to work with Asbestos by the HSE. This undergoing a 2day audit following the submission of our quality, environmental and management systems and process. Our license was issued without any additional conditions ACAD We are a UK-based trade association, who support and represent companies working throughout the Asbestos Industry. ACAD provides first class asbestos training and runs the CITB funded NVQ assessment centres for the Asbestos Industry. ISO 9001 the independent audit of our quality systems and process’ through the business to ensure that we meet or exceed the standards required to be compliant with the certification for each of the ISO’s. The scheme is designed to ensure that fire doorsets are being installed correctly, in accordan ce with the manufacturer’s instructions or appropriate guidelines.

OUR CULTURE

It is the policy of LE Group to operate an Ethical Management system designed to ensure that the company conducts its business in an ethical manner which not only meets the requirements of the law but also maintains the highest standards of morality and honesty in the pursuit of its everyday business activities. Whilst the Directors and Managers of LE Group will do all that is within their power to ensure the company maintains ethical business practices, it is recognised that it is the responsibility of each and every individual member of staff to act in an ethical and honest manner. It is the duty of each employee to ensure that they follow these high standards of honesty and integrity and to report any situation which they consider may impinge on the ethical behaviour of the company. The management of LE Group will provide all employees with any training that may be necessary to carry out their tasks honestly and ethically. However, if an employee is unsure how to perform a certain task or feels it would be detrimental to the ethic s of the company to perform a specific job then it is the employee’s duty to report his concerns to a supervisor, manager or director. Whilst it is accepted that in pursuit of their day to day business some staff members may be treated to or may extend hospitality to clients or suppliers, these should only be of a modest cost and nature. Giving to, or accepting gifts from suppliers and clients, other than those such as calendars, diaries, pens horse racing etc. which carry corporate identification are expressly forbidden. LE Group LLP will not place business with any supplier nor exclude any other from providing goods or services on the grounds of favouritism or preference based on any consideration other than good value, service and a proven ability to meet its high standards and specifications. LE Group LLP Ethical policy will be continuously monitored and updated as and when changes in the scale and nature of our operations occur. The policy will be reviewed and updated at least annually.

How we operate

LE Group subscribes to an ethos of self-delivery; we do not subcontract out work. All staff are trained in house or through industry recognised courses to meet externally audited standards. LE Group is certified to IS0 9001:2015, ISO 14001:2015 and ISO 45001:2018 LE Group LLP recognises and is clearly committed to the importance of the Health, Safety and Welfare of its employees and others involved in or affected by its undertakings. The company aims to be successful and expand. In order to achieve this goal, it needs people, plant and a process. These ingredients however can lead to accidents and incidents to employees and others. The company therefore insists that Health, Safety and Welfare issues be considered in the same context and with the same priority and resources as all other business objectives. Continuous good and improving Health and Safety performance is key to ensuring the personnel who carry out work for LE enjoy good health and are safe in what they do.
