Master transport report hits council desk

A long-term look at Russell Township’s present and future tra!c route needs is now on the “must read” list for members of council. During the next few weeks, council and sta" will be going over details of the 80-page draft report for the Master Transportation Plan (MTP) for Russell Township. #e draft report was part of the agenda package for the Sept. 21 public session of council and received with some preliminary comments from council members. “I think it’s a good report,” said Coun. Amanda Simard. “It’s such a big project.” Both she and Coun. André Brisson noted they have some questions about points raised in the report, with emphasis on what might happen with St-Guillaume Road, which is also a county road, and one of the main commuter routes in and out of the township for residents going to and fromOttawa for work or other business and for tourist tra$c coming o" of Highway 417 near the Village of Vars. #e draft report noted that the town- ship’s east-west travel routes are adequate for present and future access in and out of themunicipality. But the north-south travel routes, which includes St-Guillaume Road, are or will soon become inadequate well before the MTP’s planning period projec- tions which go to 2031. #e report, which includes updates of the 2005 MTP %ndings, suggests that the town- ship look at possible four-laning of the St- Guillaume Road route to better serve north- south tra$c needs for themunicipality. Such a project would also require an environmen- tal assessment review (EA) to determine the various impacts of a four-lane expansion, along with a suitable and necessary upgrade and expansion of the Highway 417 connector setup with St-Guillaume Road. #at would also require involving both the City of Ottawa and the United Counties of Prescott-Russell (UCPR) in the EA process since St-Guil- laume Road is also a county road and the 417 highway is one of the major transport routes in and out of Ottawa.

Will St-Guillaume Street with its link toHighway 417 become a four-lane thoroughfare in future? !at is one of the recommendations in a draft report on transportation for Russell Township.

Coun. Brisson questioned whether four-laning of St-Guillaume Road would be possible given the number of residential properties already located along that route. #e MTP 2015 draft report also includes updates reviews of other tra$c condition situations within Russell Township, like the Notre-Dame Street intersections with St-Pierre/Ste-Marie and St-Augustin/St- Jacques, upgrading the intersection of St-

Pierre Street and Route 300 with a tra$c signal and left-turn lanes, and the future capacity needs for carpool and park-n-ride lots. For now council has voted to accept the draft report with %nal acceptance of the com- plete document or a request for further revi- sions depending on results of future review discussions with township sta".

Arrest warrant on sex assault suspect

OPP is asking help from the public in tracking down aman charged with sexual assault against a child. Robert James “Jamie” Fowler, also known as Rob Bu"um, is charged following police investigation of a child sexual assault case reported in October 2014. Last year Fowler lived in the Alfred-Plantagenet Township area. He is known to have been in the Belle- ville area prior to the reported incident and alsomay have been seen in the Ottawa area. He is charged with the o"ence and is now the subject of an outstanding arrest warrant. #e 36-year-old accusedmay be in either of the threementioned areas or have contacts

in those areas. Fowler is an English-speaking whitemale, standing %ve-foot-eleven and weighing 170 pounds. He has an athletic build and has short brown hair and blue eyes. He has seve- ral tattoos. One is of a skull-and-crossbones with the word “River” in cursive script on the right side of his neck. On his right bicep is the word, “Pu"”, in black block letters, while
