FDA Tightens Cosmetic Packaging Rules

The US Food and Drug Administration has re- leased new guidance focused on packaging technologies and tamper-resistant measures for cosmetic products. The new rules set clear safety standards, highlighting secure seals, breakable caps, and protective closures. The move aims to enhance product safe- ty, prevent contamination, and ensure that cosmetic packaging meets clear standards across the industry.

Under the updated guidance, cosmetic products must incorporate tamper-evident features to alert consumers if a product has been opened or altered. This includes secure seals, breakable caps, and other protective closures. The FDA emphasizes that tamper-resistant packaging is a critical safeguard, particularly for products applied near the eyes, mouth, or on sensitive skin. Companies are encouraged to evaluate current packaging designs and implement necessary modifications to meet these stan- dards. The FDA highlights a range of acceptable packaging technologies, including safety seals, shrink wraps, and multi-component clo- sures designed to prevent contamination. Cosmetic producers and retailers are respon- sible for ensuring that packaging complies with the new tamper-resistant requirements.
