We are on a journey of transforming our Estate team to support our ambitious plans and as part of this invest- ment are seeking to appoint an Assistant Director: Capital and Strategic Projects. Reporting to the Group Director of Estates, the Assis- tant Director: Capital and Strategic Projects will lead the delivery of the Group’s capital programme, as well as playing a key role in the evolution and execut- ing of the Estates Strategy, ensuring that the Estate supports the Group’s strategy and growth plans and is inspiring, sustainable and fit for purpose

London South East Academies Trust is a thriving multi-site(s) trust consisting of specialist schools offering special and alternative provision. London South East Academies Trust was estab- lished in 2014 as Bromley Education Trust by what was Bromley College at the time. The Trust changed its name in 2017 to reflect the growth. Initially the Trust had two schools but has re- cently expanded to eight with further coming on stream through conversion. All offer outstanding alternative and specialist provision across Brom- ley and Bexley. The Trust ensures that children have access to a high quality alternative to mainstream school when needed as well as developing systems for prevention and reintegration.

London South East Colleges was created in Au- gust 2016 following a three-way merger between Bromley College, Bexley College and Greenwich Community College. The college has eight campuses across the re- gion, offering education and training to around 13,000 people. Since the merger, the College has been working hard to strengthen provision and safeguard itself financially for the future. The college offers over 300 courses at a range of levels, to suit people of all ages, abilities and interests. From Adult Community courses and apprenticeships right through to degree-level and professional qualifications.

Following the appointment of our Group Director of Estates in late 2019, we have embarked on a transformation programme which will see us invest in creating an industry-leading estate team that will in turn deliver a fit-for-purpose, inspiring education estate portfolio. we serve 13,000 learners

THE ROLE

• Driving performance and achieving KPIs • Project & Programme forecasting (time/ money) • Project & Programme reporting and dashboard summary • Leading/Coordinating completion, snag- ging, handover and commissioning into the FM function (Soft Landings) • Managing defects, latent defects, and design/operational issues post comple- tion • Ensuring a system and process of post project evaluation and continuous im- provement • Managing the strategic capital asset data set; advising on priorities and capital lia- bilities to best manage and prioritise rein- vestment programmes and grant focussed income; providing space planning services and advice • To lead environmental sustainability and other initiatives on behalf of the department and organisation to achieve the programme and outcomes defined • Ensure all procurement is undertaken in line with policy and value for money is achieved at all times, with maximised opportunity tak- en through bulked up procurement. • Manage all contracts/professional term ap- pointments in accordance with the contract and progressive, high quality partnership working to achieve a consistent high quality service provision, aligned to our service level agreements (SLAs), challenging and support- ing high performance. • Establish an operating manual/set of proce- dural driven processes that achieve a consist- ent high quality of operation and profiled risk • Develop key relationships with senior lead- ers, establishing trust and openness as a basis with proactive open reporting of per- formance on a regular frequency • Support leaders and other staff in all estates functions and operations • To take a strategic lead on sustianability • To lead on quality assurance, audit and achieving designated accreditations includ- ing ISO14001 • Complete all activities and operations in

accordance with all mandatory, statutory and directed standards, together with Acts of Parliament, Statutory Regulations, and policy given regulations and standards • Ensure all activities always achieve a high quality of works and a direction of travel to include the following: • Only enhance the student and staff expe- rience • Improve the condition of the estate in the long term • Improve fire separation, compartmenta- tion and detection • Improve the acoustic separation between spaces • Contribute to reducing our carbon reduc- tion • Improve security • Ensure all contractors and services providers attending sites are inducted, managed and monitored in accordance with statutory re- quirements, policy and procedural standards, together with safeguarding and health and safety requirements • To be a lead contact for out of hours emer- gencies to manage an appropriate response and plan of emergency out of hours actions to quickly re-establish a safe, secure and operational environment GENERAL The particular duties and responsibilities at- tached to posts may vary from time to time without changing the general character of the duties or the level of responsibility entailed. MAIN PURPOSE OF THE JOB: • To deliver the estates strategy; operational plans; and departmental targets and objec- tives as a senior leader with collective re- sponsibility for our service • Develop a range of policies; procedures and operating processes to achieve a consistent high quality at all times • To lead, coordinate and deliver strategic capital planning, projects and procurement on behalf of the department to a consist- ently high professional standard on time, within agreed budgets and with high levels of customer satisfaction and to other agreed targets • To deliver the full range of estates services across the Education Group including Col- leges and Academies including Projects & Procurement; Facilities Management; Cam- pus Support; Reprographics; and associated activities • To achieve consistently high levels of cus- tomer satisfaction; project delivery to agreed outcomes and deliverables; support statu- tory compliance; and overall performance at and above the departmental services level agreements and other targets set • Establish, maintain and continuously improve systems of operation to reduce duplication; improve efficiency; and provide up to date data to support operational dashboard re- porting and business intelligence • Establish and lead a team of highly motivat- ed staff, with a shared collective responsibil- ity and high focus on customer satisfaction, delivery, and performance at and above the departmental services level agreements and other targets • To create and manage successful and pos- itive relationships with key staff and 3rd parties to support delivery

• To act and administer our service in full com- pliance with all policy, departmental proce- dures and operating practice and statutory requirements • To act in a highly professional and diligent manner at all times KEY RESPONSIBILITIES: • To deputise for the Group Director of Estates as required and other senior estates leaders • To positively represent the estates depart- ment in internal forums, groups, governance committees and leadership meetings • To line manage designated staff in line with policy and ensure staff in secondary lines management staff are well line managed both with a common consistency; support and mentor staff through their personal development and career journey, ensuring all complete mandatory and developmental training to sustain suitable levels of technical competence • To lead, coordinate and manage the profes- sional delivery of all strategic capital plan- ning, projects and procurement on behalf of the department including: • Being responsible and accountable • Providing and coordinating good profes- sional advice • Acting with integrity and diligence at all times • Optimising opportunities for grant fund- ing through bids • Appointing, coordinating and managing professional advisors when needed • Ensuring accurate and detailed project briefs are established and remain the project deliverables • Managing curriculum leaders expecta- tions and changing requirements • Appointing and managing contractors

PERSON SPECIFICATION

QUALIFICATIONS Essential: • Professional membership in a built environment discipline • Qualified to degree level in Surveying/Construction/Project Management or other suitable build- ing discipline • Project Management, Construction, Surveying or other building related qualification • Evidence of continuous professional development

Desirable: • Qualified Quantity Surveyor, Architect or Qualifed Project Manager • Fellow of the RICS / MSc / PhD

KNOWLEDGE & EXPERIENCE: Essential: • Leading a capital programme and projects function in a large and or complex organisation • Legislation (including EU) concerning tendering limits and procedures • Experience of managing large contract values of capital reinvestment and new development • Experience of line management responsibility and ability to motivate team members • Experience of strategic asset management and capital programme setting; space planning and capital bidding • Experience of equality and diversity issues and a practical awareness of how to support staff and/or students accordingly (e.g. implementation of reasonable adjustments) Desirable: • Extensive experience of working in an education setting delivering building fabric/building services/and other capital projects and programmes • A minimum of 5 years experience in leading a capital/projects function in an educational setting SKILLS AND COMPETENCIES • Highly developed and effective communication skills, both verbal and written, with the abili- ty to prepare clear and accurate reports. • Skilled in a range of data systems, service desk systems, and the MS suite of normal soft- ware • Skilled understanding in a range of building services (electrical and mechanical) systems; BMS; and asset management systems/approaches

• Preparation of Tender documentation • Good skills in utilisation of technology • Ability to set , monitor and manage budgets, meeting financial targets • Ability to analyse, solve problems and implement change

• To keep professional expertise up to date both within education and in other related areas, to acquire new knowledge and skills and to work flexibly to meet the needs of the LSEC.
