PERSON SPECIFICATION
QUALIFICATIONS Essential: • Professional membership in a built environment discipline • Qualified to degree level in Surveying/Construction/Project Management or other suitable build- ing discipline • Project Management, Construction, Surveying or other building related qualification • Evidence of continuous professional development
Desirable: • Qualified Quantity Surveyor, Architect or Qualifed Project Manager • Fellow of the RICS / MSc / PhD
KNOWLEDGE & EXPERIENCE: Essential: • Leading a capital programme and projects function in a large and or complex organisation • Legislation (including EU) concerning tendering limits and procedures • Experience of managing large contract values of capital reinvestment and new development • Experience of line management responsibility and ability to motivate team members • Experience of strategic asset management and capital programme setting; space planning and capital bidding • Experience of equality and diversity issues and a practical awareness of how to support staff and/or students accordingly (e.g. implementation of reasonable adjustments) Desirable: • Extensive experience of working in an education setting delivering building fabric/building services/and other capital projects and programmes • A minimum of 5 years experience in leading a capital/projects function in an educational setting SKILLS AND COMPETENCIES • Highly developed and effective communication skills, both verbal and written, with the abili- ty to prepare clear and accurate reports. • Skilled in a range of data systems, service desk systems, and the MS suite of normal soft- ware • Skilled understanding in a range of building services (electrical and mechanical) systems; BMS; and asset management systems/approaches
• Preparation of Tender documentation • Good skills in utilisation of technology • Ability to set , monitor and manage budgets, meeting financial targets • Ability to analyse, solve problems and implement change
• To keep professional expertise up to date both within education and in other related areas, to acquire new knowledge and skills and to work flexibly to meet the needs of the LSEC.
