before it can think about spending money on “special projects” or “anything outside of our essential infrastructure.” He cited as an example past suggestions that the city should be looking at develop- ment of its waterfront area along the Ot- tawa River for tourism and other interests. Berlighette doesn’t disagree with the idea but he emphasized that the city needs to ei- ther seek funding aid for that kind of effort from either senior levels of government or through partnerships with other groups. The provincial Education Quality and Accountability Office (EQAO) testing results on Grade 9 academic math and Grades 3 and 6 literacy evaluation exams give good marks to the Upper Canada District School Board (UCDSB). “In UCDSB classrooms, we continue to work very hard on literacy and numeracy,” stated Valerie Allen, UCDSB superintendent of educational programs, in a press release. “Our school-based professional develop- ment has improved instructional practices and has had a positive impact on student

ROCKLAND | Charles Berlinguette is a trained architect looking to help build a solid fiscal foundation for the City of Clar- ence-Rockland as one of the new faces on city council. “We have a lot of ambitions in this City of Clarence-Rockland,” Berlinguette said, during his official election campaign an- nouncement Sept. 26 at Joel’s Café. “But we have to do it within the limits of our budget. Basic municipal services and infrastructure must be provided for, but beyond that we must think long and hard before spending our taxpayer’s money.” Berlinghette seeks the Ward Four seat on council, challenging incumbent Coun. Jacques Archambault. During a later interview, he explained how he would face the twin challenges of balancing the budget with demands for improvements of roads and other infras- tructure along with other services and pro- grams. “We all realize the roads have to be main- tained along with water and sewer,” he said. “That money has to be spent, but it has to be spent wisely. I intend to be the restrai- ning hands on the (budget) reins.” Berlinghette noted that council some- times needs reminding that it has to deal with outstanding infrastructure needs

Vote for Bernard Payer – a man of action As your representative I will be vocal and vigorous in representing your interests against a mayor who: is charged with criminal breach of trust, can’t manage his senior staff (four Chief Administrative Officers in 4 years), refused to be held accountable by citizens, blocks access to information requests, promises great transparency but increases barriers and votes for a zoning amendment that financially benefits a company he was a partner in. We deserve better and I will fight to get it!
