Background: Several months ago, you authorized the creation of a Pavement Management Plan (PMP) from Associated Engineering Consultants (AEC). Two options are attached . . . a three-year plan and a six-year plan. Both options address gutter pan repair (PCC), asphalt repair (AR) and Seal Coats, which includes crack fill costs. The difference, besides total cost, is that the three-year plan is limited to repairs of cracked and missing gutter pan throughout the Resort, while the six-year plan repairs most of it, but completely replaces the gutter pan, including proper drainage, in Phase 2 & 3 of the Resort. Those phases have significant drainage issues, primarily due to the minimal width of the drainage system on the streets. Shown are the maps, with a color code on it as to what will be completed in what year, along with a table which indicates specific work to be accomplished. The three-year plan cost, not including complete replacement in Phase 2 & 3, is estimated as just over $775,000. The six-year plan, which includes complete replacement of the problem drainage, is estimated at just over $1,783,000. The current Reserve Study calls for just over $300,000 to be spent over the next three years. Just over $350,000 is scheduled over the next six years. Jeff Pearson, of AEC, who is currently working the roads in Bermuda Dunes, will attend the meeting to address any technical issues which might come up. A question I have is what cost it would be to just do asphalt repair and seal coats, since the cost of gutter pan (PCC) makes the financial impact so significant. For Consideration: To choose an option or create an alternative one, and ask the Finance Committee to study its effect on the Reserve Fund and potential, if any, impact to assessments.
