HEAT PUMP STAKEHOLDER GROUP WELCOMES DFE CONSULTATION
BILL APPROVAL SUPPORTS DISTRICT
A consultation on support for low- carbon heating in residential buildings, issued by the NI Department for the Economy (DfE) and open until December 31, has been welcomed by the Heat Pump Stakeholder Group (HPSG). HPSG met with Dfe at the new South Eastern Regional College (SERC) Zero Carbon Centre in Holywood on October 10, touring the facilities and learning about its courses aimed at developing a skilled installer base to meet demand for heat pump technology. Stephen McGreevy, Lead Business Manager at SERC, said, “SERC is scheduling a range of courses to develop
a skilled installer base for the anticipated demand and increased investment in heat pump technology. “We are delighted to see the consultation come to fruition and encourage everyone to share their views in what is an important step to replacing fossil fuels with renewable energy across Northern Ireland.” HSPG comprises non-governmental representatives from the NI heat pump industry and other sectoral representatives. Approval of the Heat (Networks and Miscellaneous Provisions) Bill 2024, supporting district heating’s role in decarbonising the built environment, has been welcomed by the Irish District Energy Association (IrDEA). Irish Environment Minister Eamon Ryan announced government approval of the Bill on November 8, citing a National Heat Study produced by the Sustainable Energy Authority of Ireland (SEAI) highlighting significant potential for district heating. The Bill marks a pivotal moment for Ireland’s energy transition and the future of district heating, said IrDEA, with the framework set to provide a strong foundation to expand its use across the country. With SEAI’s report indicating 54% of buildings in Ireland are already suitable for district heating, the new Bill enables the roll-out of efficient, low-carbon district heating networks. The General Scheme of the Bill has been developed by the Department of the Environment, Climate and Communications in line with recommendations from the District Heating Steering Group. EMPLOYER NI CHANGES PUT JOBS AND GROWTH AT RISK, WARNS SNIPEF
UK Chancellor Rachel Reeves’s announcement of a rise in employer National Insurance from 13.8% to 15%, alongside a lowered threshold for NI payments, has drawn strong criticism from the UK’s plumbing and heating industry. Although the increase in Employment Allowance from £5,000 to £10,500 will provide some relief for small businesses, the Scottish and Northern Ireland Plumbing Employers’ Federation (SNIPEF) warns that the broader impact of these changes will place additional strain on an already struggling construction sector. This could threaten current jobs, limit new job creation and obstruct crucial investments in skills and productivity. Fiona Hodgson, Chief Executive of SNIPEF, said, “The plumbing and heating industry is experiencing steady demand, but ongoing challenges from rising material and labour costs to frequent payment delays are
destabilising our members’ ability to thrive and grow. “While we welcome the Employment Allowance increase for the smallest employers, this increase in employer National Insurance, particularly with a lowered threshold, severely limits crucial investments in equipment, training and development, the very goals Labour’s own manifesto pledged to support.” SNIPEF’s latest State of Trade survey indicates that while 81% of members remain confident in their industry’s strength, only 32% feel optimistic about the broader UK economy. SNIPEF calls on the government to consider alternative solutions, such as further support and incentives for training and professional development, which would allow small businesses to continue delivering essential services without compromising growth and innovation. www.snipef.org

SUSTAINABLE SOCIAL HOUSING PROJECT RECOGNISED WITH SEAI AWARD

Dún Laoghaire-Rathdown County Council has received a Sustainable Energy Authority of Ireland (SEAI) Energy in Buildings Award 2024 for its Ballyogan Square project. Recognised as a pioneering example of sustainable social housing, the development features 67 new two- and three-bedroom terrace houses. Emphasising a ‘fabric first’ approach, the development is designed to Passive House standards and has achieved A1 BER building energy rating through features such as heat pumps and mechanical ventilation with heat recovery. Ballyogan Square is proof that high- quality, energy-efficient housing can
happen quickly. It exemplifies how modern methods of construction can improve the local environment and is setting a benchmark for future sustainable developments in Ireland. BADMINTON CHAMP AND FLOGAS IRELAND LPG BUSINESS UNIT MANAGING DIRECTOR KEVIN DONNELLY HAS WORKED IN THE SECTOR SINCE COMPLETING HIS STUDIES IN MECHANICAL ENGINEERING…
Playing a pivotal role in alternative energy solutions
How did you get into the LPG sector? I was born and grew up in Belfast. After school, I wanted to go to the University of Ulster, so I applied for eight different courses in very different areas. However, my dad recommended mechanical engineering and that’s what I opted to do. As part of the degree course, there was a one-year job placement and, at the time, the best graduate programmes were with LPG companies so that was my start in the industry. When my job placement was finished, I was offered a full-time job with that company as a project engineer and I subsequently worked in a mix of operations, sales and marketing roles for several years with different companies in Ireland and Europe before joining Flogas in 2017. I started as sales manager for domestic and commercial bulk LPG in Northern Ireland. Since then, I’ve progressed through several roles and became managing director of the Flogas LPG business in Ireland and Northern Ireland in 2024. What are your key responsibilities in your current role? My role is to set and execute the strategic direction of our LPG business, which involves meeting customers, installers and developers to sell the vision of the LPG industry, which has a very strong future and will be around for decades to come. heating systems, has developed a solution with potential to reduce C02 emissions in domestic and commercial buildings in rural Ireland by up to 90%. With its 800,000 oil-fired boilers, Ireland is at a critical juncture in its efforts to transition towards a more sustainable energy future. Many buildings with oil-fired boilers are not suitable for retrofitting, and the current grants available do not make sustainability affordable for many households. To address this issue, Firebird has developed a new range of certified hydrotreated vegetable oil (HVO) boilers that can serve as a drop-in replacement for conventional oil-fired boilers. Recently, this innovative technology was put to the test at the Dunmanway Sports Hall. The installation was carried out by Firebird Service Engineer Concubhar McCarthy of CMcC Services. The sports hall had been relying on the efficiency of two 20-year-old boilers. Concubhar recommended replacing the outdated units with two of Firebird’s 73kW boilers, powered by HVO and retaining four existing water-supplied air heaters. Given the age of the building, a complete retrofit using air-source heat pumps was not

economically viable. Following a successful HVO boiler

The installation also included a new HVO oil tank supplied by Carbery Plastics to ensure a reliable and safe storage solution for this eco- friendly fuel. It was a pleasure to work together with Firebird and Noel Collins.” Noel, a plumber working on the project, said, “Working with Firebird’s 73kW HVO- ready boilers has been a game changer. The system is not only highly efficient and straightforward to install, but it also represents a significant step towards greener energy solutions. It’s been great to see how seamlessly everything came together.” The successful upgrade at Dunmanway Sports Hall demonstrates the effectiveness of Firebird’s HVO boilers in reducing carbon emissions and improving energy efficiency.
