THE ROLE
Job Title Head of Health, Safety and Risk Reports to Chief Operating Officer (Colette O’Shea) Role purpose and primary objective You will play a pivotal role in fostering a culture of safety and continuous improvement across Wellcome Genome Campus. Provide exemplary leadership and advice to the Directors of Wellcome Genome Campus Limited [WGCL] for the health, safety, and risk management strategy of the Wellcome Genome Campus and to ensure that WGCL’s health and safety risks are mitigated and managed appropriately. You will advise, influence, and make recommendations to senior management, including production of relevant documentation, processes, systems, governance and the recruitment of appropriate personnel, consultants and/advisers. To ensure that health and safety arrangements and related elements of WGCL operations are implemented to achieve not just compliance, but good practice in all areas of the organisation and campus. Advise, influence and support WGCL employees operationally, including the writing of risk assessments, undertaking audit and inspection and incident investigations.
Other Activities, Duties and Responsibilities
• Work collaboratively with the senior management and health and safety leads of key tenants, including GRL and EMBL-EBI, to ensure the continued smooth working of shared processes such as emergency responses and business continuity. • Foster a strong collaborative spirit between the Campus organisations so that health and safety remain a key element of cooperative working. • Lead by example to direct, motivate and support the WGCL Health & Safety team and maintain the delivery competent, pragmatic advice, training, and support to WGCL employees by meeting regularly to provide ongoing support., • Facilitate ongoing compliance with relevant health and safety provisions and related disciplines through to the implementation of the health and safety strategy and management system – Assure. • Provide ongoing communication with enforcing authorities e.g. Health & Safety Executive, Fire Authority, Environment Agency and Police Counter Terrorism and Security Team on issues relating to WGCL health and safety as required. • Engage with and participate in relevant and appropriate networks in the health and safety and related professional communities to receive and exchange knowledge of best practice and contribute to its development. • Provide benchmark data to the WGCL executive boards for performance comparison as required.
You will be driven to identify areas for improvement and find solutions to potential risk; as well as manage the WGCL business continuity plan, to enable recovery from potential threats to a company. The plan should ensure that personnel and assets are protected and are able to function quickly in the event of a disaster.
Interaction with WGCL Management Team & COO
Purpose of the interaction: • Advising, influencing, and supporting on strategic, policy and governance matters for WGCL. • Influencing policy, procedures, and decisions in administration. • Briefing, agreeing standards and compliance monitoring, sharing information, collaborative working, operational co-ordination of health and safety provision in accordance with specific agreements and arrangements. • Sharing advice and information, collaborative working, supporting contract management, collaboratively supporting case management. • Sharing information, supporting contract management, co-operation, co-ordination, compliance monitoring. • Consultation, sharing information, receiving advice/guidance, mentoring, compliance verification. • Communicate effectively, sharing information, receiving instructions, working collaboratively. • Networking, benchmarking, mentoring, maintaining/developing professional competence.
Key accountabilities
• Be responsible, in partnership with the WGCL Chief Operating Officer (COO), for the formulation, promotion and sustained development of the WGCL health& safety strategy on an ongoing basis or as directed by the COO. • To provide a management system for compliance with relevant health and safety statutory provisions and related disciplines. Provide health and safety updates to the WGCL board as required. • Consult with the WGCL Estates Director incorporated and assured in the design, construction or demolition, occupancy, servicing, maintenance, and operation of the Wellcome Genome Campus infrastructure. • Collaborate with embedded contractor organisations to ensure the effective control of risks created by their work activities. and tenant organisations, to ensure that health and safety compliance is
