JOB DESCRIPTION

Main duties include:

10. Responsible for development and operation of programme management office (PMO) functions including clarification of responsibilities, training, activity scheduling, governance procedures and reporting; 11. Carry out resource planning and monitor actual resources utilised. Make recommendations to improve efficiency. To monitor workload intensity, collaboration and process handover effectiveness across the department. To plan for and engage additional resources to support the delivery of services as required; 12. Responsible for appointment of Project Co-ordinators to manage projects. Carry out role oversight. Provide approval (where required) to extend Project Co-ordinator (internal customer focus and representation) role to include design and / or Contract Administrator roles. 13. To oversee the induction of new staff into the department. To oversee coaching and mentoring of staff as part of structured and agreed development plans; 14. Accountable for the consultant and contractor frameworks; 15. To continually improve processes, value for money and reporting assurance through the application of programme management resources, to be applied at the operational level within all projects. 16. To chair the works initiation group for Estates. To participate in scheme development and approval processes as required; 17. Build and maintain excellent working relationships with key external stakeholders and agencies (Local Authorities, Historic England, NHS) to enable progression of estate strategic and development matters. 18. Represent the University in public fora, both on and off-campus, as necessary. 19. Accountable for the Estates Customer Relationship Management strategy; 20. To work with colleagues across Estates to develop and monitor the use of the Technical Assistant Groups in Projects. To support the adoption of policies including Design Guides and Space Guiding Principles across projects. To ensure, in collaboration with the Maintenance and Engineering departments, that the specification of plant is aligned to minimise energy consumption whilst meeting customer’s expectations.

1. Responsible for developing and maintaining the Campus development strategy including strategies for all zones, properties and campus areas; 2. Responsible for oversight of works planning and the Strategic Projects Pipeline. Accountability for process, completeness and accuracy of the pipeline and associated reports. Accountable for developing and maintaining integrated planning and operational delivery of change programmes associated with the campus including grounds, property, transport and space; 3. To integrate asset improvement plans into the project pipeline. To take responsibility for packaging of asset improvement works, considering the optimised use of internal and external resources and other appropriate factors; 4. To integrate operational planning at strategic, tactical and operational level across the department; 5. Establish, embed and oversee performance measures and Indicators for the department; 6. Accountable for university compliance with statutory obligations as applicable to all projects; including the provision of accurate project documentation and records to satisfy audit requirements of both the University and external bodies. All developments shall embrace industry best practice, statutory compliance and associated governance that supports the UEA’s current and projected business needs 7. Accountability for oversight of Health and Safety management within the operation; 8. Accountable for assembly of financial and management reporting at a department level to SMT, ET, Council and other stakeholders including progress, risks, budgeting, forecasting, and compliance; 9. Responsible for the creation and oversight of the UEA Plan of Work including processes and templates, associated training of internal staff and external consultants. Manage and evolve appropriate quality management / control policies, processes and procedures for all aspects of delivery and planning. To integrate and promote BSRIA Soft Landings. Assurance oversight of key POW documents including Project Execution Plans, Risk management plans and financial reports;
