University Context: The FRCS team has a key role to play in maintaining and improving the buildings and engineering infrastructure of the University to support the academic and research departments, based in 300 buildings (500,000 m2) across the 255 ha site. The diverse Estate includes many listed buildings from Georgian and Victorian periods as well as contemporary buildings and conservation areas coupled with the complex research laboratories this provides many challenges in maintaining and servicing the estate. The responsibility for ensuring the implementation of all current University systems and procedures remains with the Project Manager on all Projects. The Head of Engineering Strategy will work with Project Managers and other team members to ensure that appropriate engineering design standards and operational and maintenance provisions are adopted to minimise post-contract maintainability issues and improve client satisfaction with the subsequent operation-in-use of engineering and building services. The post holder is accountable to the Director of Capital Projects and Estate Strategy and will be employed within the Engineering Services Strategy Group of the Capital Projects and Estate Strategy Team within the Facilities, Residential and Commercial Services (FRCS) providing professional Mechanical and Electrical Engineering Services Project Management support to other professionals both in Minor Projects and on Major Capital Projects. Strategic Planning • Assists with the development and implementation of the Departmental Operational Plan, and facilitates the full engagement of all available resources, and their contribution towards delivering the aims and objectives of the Departmental Operational Plan, and University Corporate Strategy. • Works alongside relevant colleagues to realise the Operational Plan and Corporate Strategy, continuously evaluating the effectiveness of the actions taken. • Provides strategic & technical support to the Head of Capital Projects, Head of the Design Group and the Head of Property and Space along with the University of Liverpool Construction Company (ULCCO-SP Ltd) and the Director of Estates Management inclusive of the University of Liverpool Energy Company (ULEC) and others as required on matters relating to the operation & future development of the primary engineering infrastructure of the University, including the Main Campus CHP/District Heating and HV networks. • Establishes and promotes project design guidance for the University engineering and building services in conjunction with the FRCS Directors to ensure alignment with existing and future operations and maintenance strategies. • Undertakes reviews of the University Capital Investment Plan in conjunction with the Director of Capital Projects and Estate Strategy as required to ensure programme alignment with engineering primary infrastructure developments. • Support the development of the Estate Strategy and Masterplan, ensuring it is delivered as well as updated to meet operational and strategic requirements.
