En un modelo de ciudad continua como el centro de Santiago, lo que se recuerda no son los edificios aislados, sino que los vacíos entre ellos, generalmente espacios públicos con una alta vocación cívica. En las cercanías del edificio Huneeus, la Plaza de Armas de Santiago o los patios de edificios como el Museo de Arte Precolombino son ejemplos de este tipo de espacios. Del mismo modo, son los vacíos al interior de los edificios los que otorgan experiencias memorables e intensas de ellos, tal como sucede al interior de la Catedral, el edificio del Ex Congreso, o de manera más cotidiana e informal, en las galerías interiores del centro de Santiago. Es en estos vacíos donde distintas atmósferas se sobreponen y conviven, donde el paseante se deja llevar por un ritmo más lento y ocioso, que favorece la exploración y el descubrimiento. Junto con responder a las necesidades programáticas de la Biblioteca del Congreso Nacional, el presente proyecto apuesta a construir un espacio inédito en el centro de la ciudad, una experiencia memorable, capaz de abrir, poner en valor y acercar la Biblioteca del Congreso a los ciudadanos.
In a continuous city model such as downtown Santiago the isolated buildings are unremarkable. It is the voids between them that are remembered, usually public spaces with a deep civic spirit. Near the Huneeus building, the Plaza de Armas or main square of Santiago and the courtyards of buildings such as the Pre-Columbian Art Museum are examples of this type of space. Similarly, the empty spaces inside the buildings are those that give memorable and intense experiences, as it happens in the Cathedral, the former Congress building, or on a more everyday and casual experience in the indoor commercial galleries of downtown Santiago. It is in these spaces where different atmospheres overlap and coexist, where the strollers are carried away by a slower and idle rhythm which promotes exploration and discovery. Besides responding to the programmatic needs of the Library of National Congress, the project aims to build an unprecedented space in the center of the city, a memorable experience, able to open up, showcase and bring the Library of Congress closer to the citizens.
