Experiencia urbana: atravieso público El proyecto propone la creación de un vacío público, un atravieso diagonal que vincula la biblioteca con la ciudad en toda su longitud y altura. Este vacío conecta dos situaciones de marcado carácter público que se sitúan en sus extremos, posicionando el cuerpo central de la biblioteca entre ellos. Desde la ciudad, la biblioteca se muestra abierta y transparente, siendo atravesada por una serie de umbrales que construyen una secuencia continua en la relación ciudad-biblioteca-paisaje. Desde calle Catedral se percibe el total del espacio interior, un vacío de 'libros infinitos' que atraviesa el edificio en su altura total y desde donde también se vislumbra el Depósito de la Colección Patrimonial. El nuevo acceso principal se sitúa en el Pasaje Huneeus, dejando el acceso original sirviendo principalmente a la 'Tienda Experiencial'. Esta operación, junto con revertir la sensación de olvido y abandono del Pasaje Huneeus, lo convierte en un primer umbral que vincula la ciudad con el edificio, alejando la rapidez y ruido de la calle, pudiendo ser usado de manera intensiva y segura por los usuarios. En el extremo opuesto y sobre la cubierta del edificio se sitúa el 'Café Congreso'. Desde la altura se tienen vistas inéditas de los edificios patrimoniales próximos. En este mismo nivel se situarán las salas de reuniones de los funcionarios, lo que se espera favorezca encuentros fortuitos entre funcionarios, parlamentarios y público. An urban experience: public crossing The project proposes the creation of a public void, a diagonal crossing that links the library to the city in its entire length and height. This void connects two markedly public situations on each of its ends, placing the main body of the library between them. From the city, the library is open and transparent, crossed by a series of thresholds that build a continuous sequence in the relationship between city, library and landscape. From Cathedral Street the entire interior space is perceived, a void of “infinite books” crossing through the full height of the building and from where the Heritage Collection Depository can be observed. The new main entrance is on Huneeus Lane, leaving the original access to serve mainly the “Experience Store”. This operation not only reverses the neglect and abandonment of Huneeus Lane but also turns it into a first threshold that links the city with the building getting away from the speed and noise of the street and enabling an intensive and safe use by the patrons. At the opposite end –on the roof of the building– sits the “Congress Café”. From the top unprecedented views look over the nearby heritage buildings. The staff’s meeting rooms are also housed on this level, in order to facilitate random encounters with parliamentarians and the public.
