El contexto inmediato en que se sitúa el Edificio Bicentenario presentaba situaciones excepcionales a considerar en el diseño del anteproyecto. La presencia del edificio Arsenales de Guerra, edificio histórico y Patrimonio Arquitectónico, era la referencia insoslayable para formular el partido general del nuevo proyecto. La existencia de otro edificio de gran valor arquitectónico como el Museo Militar más allá de la Autopista Norte-Sur, de la gran extensión vegetal Parque O'Higgins hacia el sur poniente y de la unidad espacial de la Plaza Ercilla y el antiguo edificio de la Facultad de Ingeniería de la Universidad de Chile, definieron las referencias obligadas del anteproyecto. Dos ejes ortogonales ordenan el conjunto, norte-sur y oriente- poniente. Desde el acceso protocolar existente al norte en la fachada de Av. Blanco Encalada hasta el acceso sur del nuevo edificio por calle Tupper, un eje claro y rotundo recorre todo el interior desde la tradición a la modernidad. Desde el antiguo patio de los Arsenales hacia el nuevo Patio de Honor del Edificio Bicentenario, en el sentido oriente-poniente el eje comunica la Explanada de Acceso al poniente con el Edificio de la Comandancia en Jefe y el Patio de Honor. Desde la Plaza Ercilla y la diagonal que señala el Parque O'Higgins hasta el interior expresado en el gran Patio de Honor, que se conforma por los nuevos edificios y dirige las vistas a la cordillera hacia el oriente. The immediate context surrounding the Bicentennial Building presented exceptional situations to consider in the design of the draft project. The presence of the War Arsenals - a historical and architectural heritage building - was the unavoidable reference for formulating the main conceptual scheme of the new project. The existence of another building of great architectural value such as the Military Museum across the North-South Expressway, the vast green fields of O'Higgins Park to the southwest, and the spatial unity of Ercilla square and the old building of the University of Chile School of Engineering, all determined the required references for the draft. Two orthogonal axes organize the complex, one north south and the other east west. From the existing north ceremonial access on the Avenida Blanco Encalada façade, to the south entrance of the new building on Tupper street, a strong and clear axis runs through the interior from tradition to modernity. From the old courtyard of the Arsenals building to the new Courtyard of Honour of the Bicentennial Building, the east west axis connects the western Access Esplanade with the Commander in Chief headquarters building and the Courtyard of Honour; from Ercilla square and the diagonal pointing towards O'Higgins Park, to the interior expressed in the great Courtyard of Honour formed by the new buildings and directing the views eastward to the mountains.
