En 1967 la Caja de Previsión de Empleados Particulares convoca a concurso de anteproyectos para diseñar el edificio del Ministerio del Trabajo y oficinas de la Caja, en un terreno ubicado en la esquina nororiente de calle Huérfanos con Teatinos, en el centro de Santiago. Las bases del concurso -a cargo de la Corporación de la Vivienda (Corvi), organismo patrocinador- establecían condiciones concretas que determinaban el diseño y planteaban dos requerimientos. Por un lado, el rol del edificio con respecto a su contexto urbano, el cumplimiento de las normativas imperantes y conformar un Conjunto Armónico. El segundo requerimiento era su relación consigo mismo y su programa funcional. El edificio debía construirse en dos etapas: la primera era el Ministerio mismo y la segunda la Caja de Previsión. Cada programa debía contar con su propio acceso y sistema de circulación vertical debidamente separado al interior del edificio. De las doce propuestas presentadas se seleccionaron tres. Resultó ganadora la presentación del equipo integrado por Emilio Duhart y Alberto Montealegre como arquitecto asociado, Sergio Risopatrón como arquitecto colaborador y César Barros como ingeniero consultor. El segundo lugar fue para el equipo conformado por Jorge Aguirre Silva, Álvaro Aguirre Valdivieso, Juan Eduardo Sotomayor y Carlos Alberto Urzúa. El tercer lugar lo obtuvo la oficina de los arquitectos Juan Cárdenas, José Covacevich y Raúl Farrú. Además de sus particulares propuestas urbanísticas, en los tres proyectos se podía apreciar el quiebre en la fachada del edificio que permitía la separación entre los dos programas.
Tercer lugar concurso / Third place competition.
The competition rules, in charge of the Housing Corporation (CORVI) as sponsor organization, established specific conditions that determined the design and set two requirements. On the one hand, the role of the building with respect to its urban context, compliance with prevailing regulations and the constitution of a Harmonious Complex (building complex formed by at least two units regulated by a special set of norms usually less restrictive than general regulations). The second requirement was the relationship with itself and its functional program. The building was to be built in two stages: first the Ministry and later the Employees Fund. Each program should have its own entrance and vertical circulation system properly separated inside the building. Of the twelve proposals presented three were selected. The winning proposal was authored by the team of Emilio Duhart and Alberto Montealegre as associate architect, Sergio Risopatrón as partner architect and César Barros as a consulting engineer. The second place went to the team formed by Jorge Aguirre Silva, Álvaro Aguirre Valdivieso, Juan Eduardo Sotomayor and Carlos Alberto Urzúa. The third place went to the office of the architects Juan Cárdenas, José Covacevich and Raúl Farrú. In addition to their particular urban planning proposals, the three projects displayed a break in the façade of the building allowing the separation between the two programs.

In 1967 the Private Employees Fund calls for a Preliminary Project Competition for the design of the building for the Ministry of Labor and the headquarter offices for the Fund, in an plot located in the northeast corner of Huérfanos and Teatinos Street, in downtown Santiago.
