La obra se enmarca en el Master Plan Municipal para consolidar el Barrio Cívico de la comuna, donde el Centro Cívico Cultural viene a sumarse y complementarse con el Edificio Consistorial y el edificio del Registro Civil. De acuerdo a esto, busca integrarse y relacionarse con su entorno y conformar esta red de edificios públicos, emplazados a su vez en torno al Parque Lo Lillo. El edificio debía considerar espacios para actividades culturales y artísticas masivas, ceremonias de diversas organizaciones sociales e instituciones y también las instancias que el municipio brinda a la comunidad en estos ámbitos, tales como la biblioteca pública, talleres y salas de exposiciones de la actual Casa de la Cultura.
The work is part of the Municipal Master Plan to strengthen the civic district of the commune, where the Civic Cultural Centre adds to and supplements the Town Hall and the building of the Civil Registry. Accordingly, it seeks to integrate and interact with its surroundings and become part of this network of public buildings placed in turn around the Lo Lillo Park. The building had to consider space for massive cultural and artistic activities, ceremonies of various social organizations and institutions and also the activities that the municipality provides to the community in these areas, such as the public library, workshops and exhibition rooms of the current House of Culture.
