Inserción urbana La situación de terreno esquina, enfrentando un parque y Edificio Consistorial y contiguo a la casona del Registro Civil, planteó el desafío de generar un proyecto que respondiera a esta situación y se relacionara con cada uno de los edificios preexistentes. Así se plantea un volumen placa paralelo a calle Javiera Carrera –con acceso directo desde la calle– en el que se dispone el programa de uso esporádico: sala de exposiciones, auditorio y talleres formativos. En la esquina se genera un volumen cilíndrico que se constituye como la cabeza del proyecto y actúa como articulador entre el volumen placa, el Parque-Edificio Consistorial y el Registro Civil. Este espacio contiene el programa principal y masivo: hall cívico, biblioteca, mediateca, administración, cafetería y baños. El edificio responde a su entorno generando conexiones y vinculaciones. Es así como en el acceso se define un gran atrio y plaza elevada que se conecta espacial y visualmente con la Plaza Lo Lillo, generando un eje comunicante plaza –hall cívico– plaza dura y anfiteatro interior. A su vez, el proyecto planteó la apertura del deslinde con el Registro Civil de manera de vincular físicamente ambos edificios. Morfología Se definen dos volúmenes. La placa, volumen cerrado, hermético, se relaciona directamente con la calle, generando un gran atrio longitudinal y paralelo de manera que permita el acceso del público a la sala de exposiciones y al auditorio; también se genera desde aquí el acceso a los camarines de artistas. El volumen principal se concibió como un gran contenedor, un cilindro dentro de otro que alberga el programa principal y masivo, y es articulador y reflejo de la idea fuerza –el faro–, cuya fachada perforada tensiona la relación visual interior-exterior.
Urban integration The situation of the corner plot, facing a park and the Town Hall and adjacent to the manor house of the Civil Registry, set the challenge for a project that had to respond to this situation and deal with each of the existing buildings. A plate shaped volume is therefore placed parallel to Javiera Carrera Street –with direct street access– on which the program for occasional uses is located: exhibition hall, auditorium and educational workshops. A cylindrical volume on the corner becomes the head of the project and acts as a link between the plate volume, the Park, Town Hall and the Civil Registry. This space contains the main public program: civic hall, library, media library, administration, cafeteria and restrooms. The building responds to its surroundings by generating connections and links. Therefore, a large atrium and elevated plaza is defined in the access connecting spatially and visually to the Lo Lillo Plaza, generating a communicating axis: plaza –civic hall– open plaza and inner amphitheater. In turn, the project proposed the clearing of the boundary wall with the Civil Registry in order to physically link the two buildings. Morphology Two volumes are clearly defined. The plate, a closed and airtight volume, is directly related to the street, creating a large longitudinal and parallel atrium so as to allow public access to the exhibition hall and auditorium, also generating from here access to the artists’ dressing rooms. The volume was conceived as a great container, one cylinder inside another, housing the main public program, articulating and reflecting the source idea –the lighthouse– with a perforated façade that stresses the interior- exterior visual relationship.
