The proposal is based on five urban operations:
1. Park A park runs along and articulates the entire waterfront (2.5 km), compensating for the absence of trees in the area and while separating the different spaces that define the path. Planted with native species found in the surrounding areas, the park connects with other green spaces across the city by means of pedestrian walks forming a network with the associated spaces. The park strengthens its presence by becoming wider at certain points in the current border walk. It restricts vehicle access and generates a boulevard accompanied by promenades. The relationship with the water is restored through staggered connections with the river and the addition of floating elements such as cafes, restaurants and everyday use river sports facilities. 2. Densification The proposed park is built using a new local regulative instrument (sectional plan, ordinance, etc.) whose focus is the recovery of typical urban elements of old Valdivia, such as the continuous facade and the 5 floor maximum height. Over time this will consolidate into to an urban background for the park. 3. Mobility Recovering public spaces for people is achieved by minimizing the impact of the automobile, pedestrianizing the waterfront promenade and implementing bike paths, reducing the current roadway to a service road with vehicle size control and restricted flow. In exchange, the proposal implements a tram from Colico to Miraflores streets, with several stations reaching General Lagos Avenue, and the consolidation of the river transport network.
