_Reconocimiento de su geografía: reconocer el potencial integrador de los elementos paisajísticos naturales de la comuna. _Reconocimiento de sus bordes: sus límites naturales, borde mar, borde río y borde duna, se presentan como una oportunidad de reconstrucción histórica, social y económica. Por una parte estos bordes permiten consolidar y preservar el casco histórico de la ciudad, garantizando la persistencia del carácter original del balneario; pero por otra parte, abren nuevas posibilidades de desarrollo, incorporando nuevos tipos de usuarios, inversiones actividades, todas de acorde al espíritu familiar que el balneario ha tenido hasta ahora. El proyecto plantea la creación de una red de espacios públicos interconectados, generando corredores que pueden ser recorridos mediante distintos tipos de medios de transporte y velocidades. La propuesta general del Masterplan se define a nivel urbano a través de la consolidación o creación de tres núcleos y tres ejes. 1. Núcleo Acceso: acceso a Santo Domingo, concentración del comercio y edificios institucionales. Permite conectar con eje comercial-institucional representado por la Av. Del Golf, y por otra parte hacia el nuevo eje de la Gran Avenida Arturo Phillips. 2. Núcleo La Puntilla: actúa como remate del nuevo eje deportivo, además del acceso al humedal y lugar de implementación del proyecto para un nuevo hotel boutique. 3. Núcleo Las Dunas: remate del Borde Costero, se plantea la implementación de un nuevo centro cultural-salón de eventos, un anfiteatro y caballerizas y un acceso peatonal hacia el Paseo Mirador en la parte superior de las dunas. Estos tres núcleos estarán conectados por tres ejes: Institucional- Comercial, Deportivo y Recreacional.

On the one hand these borders allow for consolidation and preservation of the historic old city, guaranteeing the continuation of the original character of the resort; on the other hand, they open up new possibilities for development, including new types of users, investments and activities, all in keeping with the family spirit the resort has had so far. The project proposes the creation of a network of interconnected public spaces, creating corridors that can be traversed by different types of vehicles and speeds. The overall master plan proposal defines the urban level through consolidation or creation of three cores and three axis. 1. Access Core: Access to Santo Domingo, concentration of commercial and institutional buildings. Connects with the commercial-institutional axis represented by the Avenida del Golf, and also to the new axis of Arturo Phillips Avenue. 2. La Puntilla Core: acts as the new sports axis ending, besides access to the wetlands and place of implementation of the project for a new boutique hotel. 3. Las Dunas Core: The end of the coastline. It proposes the implementation of a new cultural-event center, an amphitheater, stables and a pedestrian access to the Lookout Promenade at the top of the dunes. These three cores are connected by three axis: Institutional- Commercial, Sports and Recreational.
