Dentro de los límites de altura fijados por la Dirección de Obras Municipales (22,4 m), el nuevo edificio se proyecta en un cuerpo unitario que se desarrolla en siete niveles a lo largo de Avenida Errázuriz, con una fachada continua (sur poniente) a partir del Edificio Estación y la reconstrucción de la fachada de las bodegas. Hacia el mar, este cuerpo superior presenta una configuración de entrantes y salientes, en analogía con los muelles de puertos, creando patios intermedios y a la vez permitiendo transparencia a la luz, lo cual logra vistas desde un mayor número de oficinas hacia el puerto. Hacia la ciudad se ofrece una fachada continua, sencilla y ordenada. Considerando que la orientación es nor poniente y para evitar el exceso de calor en las oficinas, se la ha tratado cerrando un 50% de su extensión con paneles opacos revestidos de vidrios pintados de colores, que "reflejan" los cerros de Valparaíso, los botes en la bahía y el cielo. La zona bajo la rampa de acceso a los estacionamientos en el tercer piso servirá de entrada a un gimnasio y restaurante en segundo y tercer piso; se conforma como una plaza urbana con un café contiguo a un espejo de agua.
Within the height limits set by the Municipal Works Department (22.4 m), the new building is designed as a unitary body developed in seven levels along Avenida Errázuriz, with a continuous (south- west) facade starting with the Station Building and extending with the reconstruction of the storage area facade. Towards the sea, the upper body is a configuration of setbacks, like docks in a port, creating intermediate courtyards while allowing transparency and light, creating views from more offices towards the port. Towards the city the building provides a continuous façade, simple and orderly. Considering that the orientation is north- west and in order to avoid excess heat in the offices, 50% of its length has been closed with opaque panels coated with colored stained glass, which "reflect" the hills of Valparaiso, the boats in the bay and the sky. The area under the ramp to the parking on the third floor will serve as entrance to a gym and restaurant on the second and third floors. It is set like a town square with a café next to a reflecting pool.
