Niveles de intervención El proyecto establece 3 estrategias o grados de intervención: En primero considera la recuperación de aquellas piezas que constituyen el universo simbólico del Palacio, tales como la galería en cruz, sus fachadas hacia las calles San Martín y Huérfanos. Se propone recuperar zonas dañadas, estableciendo operaciones de continuidad y consolidación de elementos arquitectónicos originales al edificio. La arquitectura se entiende en este nivel de intervención desde el lenguaje que, en palabras de Moneo, "habla también del tiempo, pero desde la cultura…" El segundo recupera los salones sur y oriente que acompañan las fachadas en primer y segundo nivel, reconstruyendo partes faltantes allí donde aún permanecen vestigios de molduras, estucos, revestimientos, etc. y dejando algunos de los antiguos salones en su condición de ruina actual, donde quedan las albañilerías vistas con todo su poder evocador. La preciosa desproporción resultante del derrumbe se incorpora al proyecto, generando nuevas posibilidades de conocimiento de la condición material, estructural y espacial del Palacio. Por ausencia se pone en cuestión y se da visibilidad a todo aquello donde la arquitectura y la construcción se hacen más porosas, frágiles y precarias. El tercer grado de intervención se refiere a las estructuras nuevas, las cuales mediante la proliferación de elementos de relativa esbeltez y ligereza van completando todos los intersticios dejados libres por el derrumbe, hasta construir una masa de elementos que contribuye también a contener el vacío de la galería en cruz que actualmente se diluye y desdibuja por la ausencia de uno de los cuadrantes que originalmente la contuvieron. Este "andamiaje" contiene un espacio singular despejado, un espacio a-programático de relación entre las distintas funciones que lo rodean y que establece una relación sutil y atmosférica entre la galería cruciforme convertida en jardín interior y el patio con sus galerías verticales. The proposal involves the restoration of damaged areas, establishing operations of continuity and consolidation of original architectural elements of the building. At this level of intervention architecture is defined from its language that, in the words of Moneo, "also speaks of the time, but from the culture…" The second strategy recuperates the south and east halls with the exterior facades on the first and second levels, reconstructing missing parts where vestiges of trims, stucco and siding still remain, and leaving some of the old halls in their current condition of ruin, where the exposed masonry is left with all its evocative power. The beautiful disproportion resulting from the collapse is incorporated into the project, creating new possibilities of knowledge of the material, structural and spatial condition of the Palace. In its absence, everything where architecture and construction become more porous, fragile and precarious is questioned and given visibility. The third level of intervention refers to the new structures, which through the proliferation of relatively thin and light elements, fill in all the gaps left open by the collapse, finally building a body of elements that also contributes to enclose the void of the cross-shaped gallery, currently diluted and blurred by the absence of one of the quadrants that originally defined it. This "scaffolding" contains a clear singular space, a non programmatic space which relates the different functions that surround it and establishes a subtle and atmospheric relationship between the cruciform gallery converted into interior garden and the courtyard with its vertical galleries.
