Se propone un diseño de procesos recogiendo la experiencia de los grandes parques urbanos, la indeterminación surgida de cambiantes sensibilidades y las dinámicas propias de la ecología urbana. El diseño de procesos cautela un desarrollo abierto y pleno, asegura la orientación de los sucesivos aportes y la integridad del parque. Tiempo, programa y espacio son los vértices que articulan la estrategia del proyecto: Tiempo en su doble acepción cíclico y cronológico, asociado a la naturaleza evolutiva y dinámica del paisaje y ciudad. De ellos se desprenden los procesos cronológicos (logísticos y orgánicos) y los procesos cíclicos (orgánicos y del uso). Programa como receptor dinámico de las demandas ciudadanas vinculadas al uso del espacio libre y la recreación. Espacio como estructura encaminada a cargar el territorio de sentido, darle forma, medirlo, orientarlo en el uso y en su desarrollo.
Our proposal is based on a process design collecting the experience of large urban parks, the uncertainty arising from changing sensibilities and the dynamics of urban ecology. Process design safeguards an open and full development, ensuring the orientation of the successive contributions and the integrity of the park. Time, program and space are the vortexes that articulate the strategy of the project: Time , in its double cyclical and chronological sense, associated with evolving nature and the dynamics of landscape and city. From these arise the chronological processes (logistical and organic) and the cyclic processes (organic and utilitarian). Program as a dynamic receptor of citizen’s demands related to the use of open space and recreation. Space as a structure devised to instill meaning into the territory, as well as shape, dimension and focus on its use and development.
Tiempo programa y espacio se articulan del modo como la matriz fundacional ordenó los procesos urbanos de las ciudades coloniales americanas: leyes precisas, simplicidad operativa, indeterminación en los contenidos y garantía en las relaciones. La grilla, la extensión, la topografía: estructura espacial Tres situaciones se entrelazan en la definición del Parque de la Ciudadanía, según matrices y vocaciones bien definidas: - Las explanadas ciudadanas, que representan su núcleo - La grilla, que representa los espacios de juego y participación en formatos altamente artificiales. - El campus deportivo, que representa los lugares de convocatoria masiva y cuyos formatos tienden a la modelación topográfica. La estructura de la explanada es esencialmente abierta a implementaciones y aportes en el tiempo, mientras que la grilla admite cambiantes contenidos, opciones de cerramiento y materialidades diversas, los taludes ofrecen estructuras formales atenuadas susceptibles de reinterpretarse en el tiempo según el curso de la experiencia viva del parque. El anillo y el coliseo actúan en este contexto como elementos de enlace. A pesar de su contundencia formal (o quizá debido a ella) el anillo está concebido como un suelo-mural capaz de acoger diversos aportes creativos.

Time, program and space are articulated in the manner of the foundational matrix that ordered the urban processes of Latin American colonial cities: precise laws, operational simplicity, non determination in content and guarantee in relationships. Grid, extension, topography: the spatial structure In the definition of the Citizens Park three situations are intertwined according to well-defined matrixes and vocations: - The citizens’ concourses, representing its core. - The grid, which represents the areas for play and participation in highly artificial formats. - The sports campus, which represents mass-event venues and whose formats tend to topographic models. The structure of the esplanade is essentially open to implementations and further contributions over time, while the grid supports changing content, enclosure options and different materials; the slopes suggests formal structures likely to be reinterpreted over time in the course of the living experience of the park. In this context the ring and the coliseum act as binding elements. Despite its formal forcefulness (or perhaps because of) the ring is designed as a ground-mural capable of accepting diverse creative contributions.
