Para el jurado, el proyecto introduce un paisaje urbano que otorgará una fuerte identidad al nuevo parque y a todo el sector, lo que reforzará la significación nacional e histórica del lugar y transformará las 64 hectáreas del Estadio Nacional en un espacio ciudadano icónico. In the jurors’ opinion, the project introduces an urban landscape that will provide a strong identity to the new park and the whole area, giving strength to the national and historical significance of the place and transforming the 64 hectares of the National Stadium into a landmark civic space.
Convocado por el Gobierno a través del Instituto Nacional del Deporte, de este concurso internacional de arquitectura surgió la propuesta que define uno de los espacios urbanos más importantes que tendrá la capital: un pulmón verde de 64 hectáreas en el enclave del emblemático Estadio Nacional, en Ñuñoa. A partir de mediados de 2012, su construcción tomará dos años. Convened by the Government through the National Sports Institute, this international architectural competition led to a proposal defining one of the major urban areas of the capital city: a 64 hectare green area at the site of the iconic National Stadium in the Ñuñoa district. Construction will take two years beginning in mid 2012.

Por más de 70 años, el Estadio Nacional es el espacio público que ha congregado la mayor cantidad de eventos cívicos, deportivos, culturales y masivos en el país. Sin embargo, desde su inauguración en 1938 y más allá de los arreglos y remodelaciones al edificio del Coliseo, jamás fue abordado bajo una perspectiva urbana de conjunto. Sus 63,5 hectáreas de superficie, su privilegiada ubicación en la comuna de Ñuñoa y el significado de sus recintos –fue declarado monumento nacional en 2003–, hicieron imperativo transformar el lugar en un espacio abierto a la ciudadanía y aportar un nuevo parque a la capital. Ese fue el motor del concurso internacional de arquitectura convocado por el Gobierno para transformar el Estadio Nacional en el futuro Parque de la Ciudadanía, un gran hito urbano y paisajístico destinado al deporte, al esparcimiento y la recreación. Dividido en tres etapas, el certamen se extendió cinco meses. En la primera etapa se recibieron propuestas de 27 oficinas de arquitectura, entre ellas nueve extranjeras (Argentina, España, Alemania, Israel, República Checa, Estados Unidos e Inglaterra). En la segunda se evaluaron y seleccionaron tres finalistas: Teodoro Fernández Arquitectos, Rodrigo Pérez de Arce Arquitectos y Owar Arquitectos + Margen Lab. Según el jurado, los equipos finalistas diseñaron conceptos paisajistas de gran fuerza e identidad, introduciendo nuevos programas cívicos y sociales, circulaciones urbanas y espacios públicos locales que permitían integrar el futuro parque con el contexto comunal y metropolitano, en particular con los barrios más vulnerables del sector sur del Estadio. También se destacó en todos ellos las estrategias de gestión y mantención sustentable de áreas verdes y espacios públicos. El ganador del concurso fue Teodoro Fernández, entre cuyas obras figuran el Parque Bicentenario de Vitacura y el Centro Cultural Estación Mapocho. El Parque de la Ciudadanía comenzará a ser construido durante 2012 para quedar habilitado a mediados del 2014, cuando se realicen los Juegos Odesur. For over 70 years, the National Stadium has been the public space that has gathered the largest number of civic, sports, cultural and mass events in the country. However, since its inauguration in 1938 and in spite of the repairs and renovations to the main coliseum, it has never been addressed as a whole with an urban perspective. Its 63.5 hectares, its privileged location in Ñuñoa and the significance of its buildings –it was declared a national monument in 2003– made imperative its transformation into a space open to the public and to provide a new park to the capital. This realization drove the international architectural competition organized by the Government to transform the National Stadium in the future Citizens Park, a major city and landscaping landmark for sports, leisure and recreation. Divided into three stages, the competition took place during five months. In the first, 27 architectural offices submitted proposals, including nine from foreign countries (Argentina, Spain, Germany, Israel, Czech Republic, USA and England). They were subsequently evaluated and three finalists were selected: Teodoro Fernández Arquitectos, Rodrigo Perez de Arce Arquitectos and Owar Arquitectos + Margen Lab. According to the jury the finalist teams designed landscape concepts of great strength and identity by introducing new civic and social programs, urban circulations and local public spaces allowing for the future integration of the park with the district and metropolitan context, in particular with the most vulnerable neighborhoods of the southern sector of the stadium. The proposals also highlighted strategies for sustainable management and maintenance of green areas and public spaces. The winner of the competition was Teodoro Fernández, with works such as the Vitacura Bicentennial Park and the Mapocho Station Cultural Center. The construction of the Citizens Park will begin during 2012 to be ready for the ODESUR Games in mid 2014.
El jurado Dada la proyección urbana del futuro parque, destacadas personalidades integraron el jurado, ocho altos representantes de gobierno y autoridades locales y ocho arquitectos y urbanistas. El Presidente de la República, Sebastián Piñera; Gabriel Ruiz Tagle, director del Instituto Nacional del Deporte y presidente del jurado; María Ignacia Benítez, Ministra del Medio Ambiente, y Cecilia Pérez, Intendenta de Santiago, estuvieron entre los representantes del sector público. El panel de expertos lo conformaron los arquitectos Anita Berrizbeitia, paisajista y profesora de Harvard; Ignacio Bunster Ossa, paisajista y diseñador urbano, miembro de la Fellow of the American Society of Landscape; los premios nacionales de Arquitectura Enrique Browne y Antonia Lehmann; los premios nacionales de Urbanismo Germán Bannen y Pastor Correa; y los decanos Leopoldo Prat (FAU Universidad de Chile) y José Rosas (FADEU Pontificia Universidad Católica). A ellos se suma el arquitecto Luis Eduardo Bresciani Lecannelier, director del concurso. The jury Given the urban influence of the future park prominent personalities joined the jury, eight senior government representatives and local authorities and eight leading architects and urban planners. President Sebastián Piñera; Gabriel Ruiz Tagle, director of the National Sports Institute and president of the jury; Maria Ignacia Benítez, Minister of the Environment, and Cecilia Pérez, mayor of greater Santiago, were among the representatives of the public sector. The panel of experts was made up of the following architects: Anita Berrizbeitia, landscape architect and professor at Harvard; Ignacio Bunster Ossa, landscape architect and urban designer, fellow of the American Society of Landscape; Chile National Architecture Award recipients Enrique Browne and Antonia Lehmann; National Planning award recipients Germán Bannen and Pastor Correa; Leopoldo Prat, dean of the Architecture and Urban Planning School of Universidad de Chile and José Rosas, dean of the Architecture, Design and Urban Studies of Catholic University.
