Given this highly determined reality, with a demarcated site and with predetermined places such as the Inter Communal Civic Center, the planner only needs to be respectful of the facts. Apart from the internal property zoning, we must hold with utmost strength the presence and values of this environment so difficult to find in the world. The arrangement of the built volumes will therefore be: Guided by the vision of the valley and the function of the traffic ways in play: Kennedy, Manquehue, Presidente Riesco, Alonso de Córdova, Los Militares, and Americo Vespucio as the frontage. On the Kennedy side, high buildings will be arranged in sub-centers along the 2 km stretch. The central strip parallel to Kennedy will be a “Central Valley”, an area of services and amenities with low buildings. The southern strip between Presidente Riesco and Los Militares, will have four story buildings. This distribution proposes a certain socioeconomic qualification: tall buildings are naturally more expensive even though they improve the yield of the land. In contrast, four-story buildings require more architectural resources to diversify, from those with no elevator and minimal amenities to those with elevator, terraces, spaciousness and high quality finishes. A wide range of well-done dwellings can be offered. Something similar to what happens in the Las Condes district. The Civic Center of the eastern district sits on the crossing of the Manquehue eastern axis with the central strip of communal services, straddling Manquehue. It would include: - To the east, the municipality of Las Condes and public services: museum, auditorium, galleries and professional offices. - To the west side, department stores and commercial center.
This 300 m long space is set on a platform crossing over Manquehue. Designed as a valley similar to the complex itself, this center has a longitudinal square open to the mountains as all the spaces and avenues of the complex. On the north and south sides the malls configure a building line that opens the horizon. With this arrangement the levels begin on wide terraces from which you can walk to access the shops. This is the true mall for this climate; outdoors, with terraces that can be protected at will. This configuration of the linear array of oriented open spaces generates free circulation of fresh wind from the valley, coming from the sea. This phenomenon controls the weather; it’s a ventilated space. It’s important to mention the open spaces, gardens and avenues, which generally represent a large part of the budget. The thinking went as follows: CORMU is big enough to create a service cooperative. It would be responsible for management of the complex of 65,000 inhabitants like a condominium. It would be able to manage green areas and avenues in agreement with the Municipality. Self-sustaining projects can be conceived: - The large pedestrian avenue along the central park lined with walnut trees that produce “gold”. Being a controlled park, nuts are collected in a timely manner. - The areas between buildings can be treated as productive home gardens. Nothing is more beautiful than tidy gardens at a bird's eye view from the buildings. With this bold stroke the unaffordable cost of such green areas would result in profit for the cooperative and therefore lower common expenses. It would become an affordable complex.
