Message from Chief Kevin Martin

Hello Lompoc Community, Lompoc is a great place, and it's truly an honor to serve as your Chief of Police. This year's annual report looks a little different from last year's. We've organized it by month to give you a clearer picture of what the department has been doing

throughout the year. We've also added new sections to honor retired team members and remember former staff who have passed away. 2024 was a busy and productive year for the city and the department. Many of our key projects came to fruition. In-car and body-worn cameras are now fully deployed, helping us provide greater transparency to the community. The department completed the renovation of the women's locker room, giving our female officers a space they can truly be proud of. We also expanded our team. The department added a Homeless Liaison Officer and a Marijuana Compliance Officer—two roles that have already positively impacted our community. There were several promotions, including Captain Arias—a dedicated leader who grew up in Lompoc and whose story you'll read in this report. We also welcomed a new officer whose father and grandfather served in this department. One of the year's highlights was our first annual awards ceremony, recognizing the outstanding work of our staff. It's my hope this becomes a lasting tradition at LPD. Please review this report—our staff worked hard to provide you with this information. CAPTAIN “CHIP” ARIAS

Captain Arias was officially sworn in during a ceremony at Lompoc City Hall on March 7th, with Chief Kevin Martin and the City Clerk administering the oath of office in the presence of his family and friends. Beginning his journey with the department in June 1999 as a reserve police officer, Captain Arias was hired as a full-time officer in January 2001. Over the past 24 years, his dedication, leadership, and commitment to the community have been unwavering. Throughout his career, Captain Arias has excelled in various roles, including Detective Sergeant and SWAT team member, showcasing his skill, passion, and dedication to justice. Notably, as Detective Sergeant, he handled an unprecedented volume of homicide investigations. Captain Arias is also revered for his commitment to mentorship, consistently investing in the growth and development of his colleagues. The Lompoc Police Department is proud to recognize his impactful legacy, which extends beyond his casework to the officers he has mentored and the community he has diligently served.

VICTIM SERVICE AWARD

The Santa Barbara County District Attorney’s Office awarded Corporal John Reyna with the Victim Service Award. This award recognizes individuals for their outstanding investigative efforts and compassion for victims of crime. Corporal Reyna showed great dedication and service in the past year while investigating violent crimes in the City of Lompoc, particularly the Victor Deluna homicide. The Lompoc Police Department is proud of Corporal Reyna and would like to congratulate him on receiving this prestigious award. Detective Sergeant Vincent Magallon was recognized for his exemplary performance and awarded the prestigious H. Thomas Guerry Award. According to Chief Kevin Martin, Lompoc Police Sergeant Vincent Magallon “instills peace and confidence among his team” through his exceptional leadership and innovative crime-solving abilities. “Beyond his investigative successes, Sergeant Magallon’s commitment to mentorship has been instrumental in nurturing future leaders within the department,” Chief Martin stated. “His influence reaches far beyond immediate case results, playing a crucial role in the professional development and ethical formation of emerging officers. This legacy of fostering leadership may represent one of his most significant contributions.” H. THOMAS GUERRY AWARD

Officer Andreasen was honored with the MADD (Mothers Against Drunk Driving) Award, marking his 21st recognition from the organization. This achievement serves as a testament to his steadfast commitment to combating impaired driving and promoting road safety.

The Lompoc Police Department applauds his dedication and relentless efforts in safeguarding lives within our community.

We extend our gratitude to MADD California for recognizing the invaluable contributions of Officer Andreasen and all law enforcement officials throughout the State of California.

The 2023 Lompoc Police Department Awards Banquet, held at the Hilton Garden Inn, honored officers, staff, and volunteers for their dedication and achievements. The evening featured a reception, dinner, and an awards ceremony celebrating various accomplishments. Award recipients included:

JANUARY

The Lompoc Police Department officially promoted two officers to the rank of Corporal. Michael Miller and Stephen Pena were sworn in during a ceremony held at Lompoc City Hall, where Chief Kevin Martin and the City Clerk administered the oath of office in the presence of their families and friends. Corporal Miller has been with the Lompoc Police Department since 2012, during which he has held several positions, including patrol officer, school resource officer (SRO), explorer advisor, detective, and field training officer (FTO). He is also an active member of the Crisis Negotiation Team and the Peer Support Team. Corporal Stephen Pena has served as a police officer for the City of Lompoc for six years. Throughout his career, he has worked as a patrol officer and SRO, while also fulfilling roles as an FTO, SWAT team member, and firearms instructor. CORPORAL PROMOTIONS

SCHOOL RESOURCE OFFICER APPRECIATION DAY SRO Peralta assumed the role of the latest School Resource Officer (SRO) for Lompoc High School in 2024, succeeding the recently promoted Corporal Pena.

QUILTS FOR COPS Quilts for Cops graciously provided one of their exquisite handmade quilts for our injured officers.

COFFEE WITH A COP Our first coffee with a cop of 2024, hosted by Starbucks on Ocean Ave. Community members met with neighborhood patrol officers, Captain Arias, and Chief Martin to ask questions and get to know their neighborhood police officers.

COMMUNITY ACADEMY CLASS 31 GRADUATION

GOLDEN GRANTS

The Community Academy was held each Thursday night for nine weeks. The participants were educated in law enforcement and were able to thoroughly explore each division within the Lompoc Police Department. In addition, participants had the opportunity to go on one four-hour ride along with an officer.

The Lompoc Community Benefit Foundation (LCBF) for researched, applied, and secured a $1,000.00 grant found a grant opportunity with the McDonald's Golden Grant Program and applied with the purpose of the funds going towards the Lompoc Police Junior Police Camp.

LPD CELEBRATES READ ACROSS AMERICA

During the week of March 4th to March 8th, the Lompoc Police Department celebrated, “Read Across America” by visiting various elementary schools and reading to classrooms. This initiative aimed to promote community well-being and foster a love for reading.

COFFEE WITH A COP Our second "Coffee with a Cop" event, hosted by Capulin Eats & Provisions, brought community members together with neighborhood patrol officers and Captain Arias. Attendees had the opportunity to ask questions and connect with their local police officers.

DISPATCH APPRECIATION WEEK We acknowledged and expressed our sincere gratitude for the dedicated efforts of our dispatching staff during the week of April 14- 20, 2024. We are proud to have six full-time dispatchers who serve our community tirelessly. Operating around the clock, they are the first responders when a call is made, playing a crucial role in ensuring public safety.

PROPERTY & EVIDENCE APPRECIATION WEEK We have one dedicated property officer, Community Services Officer Sandi Bailey, who is responsible for managing all property-related tasks. Sandi's responsibilities include receiving, cataloging, and storing evidence, maintaining the integrity of property, ensuring its safekeeping, and staying abreast of evolving laws pertaining to property and evidence management.

Lompoc Police Officers, dispatchers, and personnel participated in various career days within our community. These events were held at Lompoc Valley Middle School, Miguelito Elementary, and Vandenberg Middle School. Additionally, K9 Oz and his handler, Officer Justice, visited a fourth-grade classroom at Hapgood Elementary, where they demonstrated Oz's capabilities and duties in the field. In May, the Lompoc Police Department celebrates National Police Week with our annual Food 5TH ANNUAL FOOD TRUCK FEST welcomed multiple law enforcement agencies, showcased K9 demonstrations from K9 Oz and VSFB K9s, offered exciting activities for kids, and much more. In June, the Lompoc Police Department welcomed two new patrol officers to our department, Officer Yobanie Martinez and Officer Luis Ruiz. Both officers completed their rigorous training at the Allan Hancock College Police Academy and graduated on June 5, 2024. TWO ADDITIONAL OFFICERS JOINED OUR TEAM

Thanks to the Lompoc Community Benefit Foundation's successful acquisition of a $1,000 McDonald's Golden Grant Program, and with organized a junior police academy for local children. For three action- packed days, our eager campers delved into the exciting world of police work and an immersive experience to understand the support from our Parks and Recreation department, we integral role our police department plays in serving the community. JUNIOR POLICE ACADEMY

JULY

CORPORAL MOLINA PROMOTION Corporal Molina joined the LPD in 2018, training at the Allan Hancock Police Academy. After two and a half years in patrol, he was selected for the SWAT Team in April 2020. In July 2021, he became a detective in the Special Investigations Unit, recognized for his expertise and commitment to training. He served as a First Aid/CPR instructor and received the H. Thomas Guerry Award for Valor in May 2022. Between 2022 and 2024, he demonstrated versatility across various units. In January 2023, he became an Arrest and Control Instructor and later a Range Instructor. In May 2024, he was named LPD Officer of the Year, reflecting his dedication and exceptional skills.

ACTIVE SHOOTER TRAINING The Lompoc Police Department, in collaboration with the Lompoc Fire Department, conducted active shooter training at Maple High School. This event enabled both departments to unite in a fresh approach to handling crisis situations. A primary goal of the drill was to foster a robust partnership between police and fire responders. While the exercise provided an opportunity for our departments to evaluate their performance, the hope is that such scenarios will never occur in real life. However, should the need arise, both the LFD and LPD will be prepared.

AUGUST

OFFICER BLAKE MARTINEZ SWORN IN Officer Blake Martinez was sworn in at Lompoc City Hall, continuing a three-generation family tradition of service. His grandfather, Frank Martinez, served as Lompoc's first motor officer from 1952 for nearly 30 years, while his father, Art Martinez, dedicated over 31 years to law enforcement from 1982 to 2003.

WOMEN’S SELF-DEFENSE CLASS Over the course of three days at Allan Hancock College, our officers, in collaboration with Santa Maria Brazilian Jiu Jitsu, facilitated a women's self-defense program tailored specifically for young women preparing for college.

NATIONAL NIGHT OUT

This year’s National Night Out was in collaboration with Lompoc Valley Community Healthcare Organization and the Lompoc School District. We had a huge turnout with Floriano’s and Grocery Outlet providing free meals to the community with LSD providing free backpacks. Many more of our community partners came together and showed a strong sense of community and collaboration.

The Lompoc Police Foundation hosted its 20th annual cruise and car show. Proceeds from this event support the foundation in acquiring essential resources for the department that may not be included in the city’s budget. Historically, the foundation has funded the purchase of SWAT rifles, an Armored Response Vehicle (ARV), and additional necessary equipment. LOMPOC FOUNDATION CAR CRUISE & CAR SHOW

SEPTEMBER

9-11 MEMORIAL CEREMONY The Lompoc Police Department and Lompoc Fire Department commemorated a day that significantly impacted numerous lives and transformed the trajectory of our county's history. Officers stood in solidarity with firefighters, first responders, and community members to honor the victims and heroes who made the ultimate sacrifice on that day.

BOYS AND GIRLS CLUB OUTREACH On September 20, 2024, Lompoc Police Officers made a visit to the local Boys and Girls Club, where they warmly greeted the members and engaged in a friendly game of basketball.

ONE805 LIVE! Our cadets and officers had the privilege of participating in another One805 event, an organization committed to securing vital resources for our department. The event, One805 LIVE!, was held at Kevin Costner’s picturesque oceanside estate in Summerland and aimed to raise funds for all first responders in Santa Barbara County. One805 operates as a permanent 501(c)(3) corporation, dedicated to funding all three First Responder groups: Fire, Police, and Sheriff. Their initiatives concentrate on acquiring essential equipment, enhancing public safety, and providing support for those who serve and protect our communities.

OCTOBER

COFFEE WITH A COP AT CAPULIN NATIONAL COFFEE WITH A COP We were fortunate to engage with the community on two occasions over coffee. First, we celebrated National Coffee with a Cop at Southside Coffee, and later that month, we convened at Capulin, a local shop in Lompoc. We extend our gratitude to these establishments for hosting us, allowing for these valuable interactions with our community.

TRICK-OR-TREATING WITH MCGRUFF The police department, in collaboration with various city departments, organized an event in the courtyard where they distributed candy to young trick-or-treaters while wishing them a safe and enjoyable Halloween.

EDA AWARDS LUNCHEON

Every other year, the city's Employee Development Association organizes an awards luncheon to honor employees for their years of service. This year, we celebrated our very own Captain Arias and Lieutenant Dillard, who were recognized for their remarkable 25 years of dedicated service to the Lompoc community.

NOVEMBER

LAW ENFORCEMENT RECORDS AND SUPPORT PERSONNEL WEEK We celebrated our Records Department in honor of Law Enforcement Records and Support Personnel Week. These dedicated professionals manage thousands of documents each year, handle incoming phone inquiries, and provide exceptional service to visitors in our front lobby. Their meticulous attention to detail and unwavering commitment to excellence are clearly reflected in their work. Each day, our Records staff plays an essential role in facilitating the successful resolution of cases within our police department.

SCHOOL OUTREACH Our Community Services Division conducted visits to several elementary schools in Lompoc. During these engagements, the officers interacted with the children through dynamic presentations, addressing their questions and demonstrating essential safety practices, such as the importance of calling 911 in emergencies. Additionally, they provided insights into their daily responsibilities, fostering trust and cultivating positive relationships between law enforcement and young students.

DECEMBER

OFFICER JASMINE HERNANDEZ SWORN IN Officer Jasmine Hernandez was officially sworn in during a ceremony at Lompoc City Hall, presided over by Chief Kevin Martin and the city clerk, with family and friends in attendance. She started her law enforcement journey in 2014 through the Lompoc Police Explorer Program and has previously served as a Lompoc Police Jailer.

CHRISTMAS EVENTS: SHOP WITH A SHERIFF, TOYS FOR TOTS, AND THE CHRISTMAS PARADE The Lompoc Police Department was actively involved in community initiatives throughout December, participating in events such as "Shop with a Sheriff," "Toys for Tots" at the Lompoc Airport, and the city's Christmas parade. In collaboration with the Santa Barbara County Sheriff, our officers partnered with local children for a special shopping trip, ensuring that these young individuals experienced a joyful and memorable holiday season.

The remodel of the women's locker room and bathroom marks a significant development in the Lompoc Police Department's history. For the first time, our department has employed a record number of female officers, necessitating an overdue update to provide them with adequate space for equipment and personal care.

JVCKENWOOD partnered with the City of Lompoc to upgrade the city's radio communication system. This new system, based on P25 technology, is designed to enhance public safety. Project Overview: A groundbreaking ceremony was held at Ryon Park to officially commence the project. The initiative aims to replace the city's outdated radio communication system. The upgraded system is expected to significantly improve public safety outcomes. Additional Project Details: The new P25 communications system will provide advanced capabilities for public safety services. This project is part of a broader initiative to enhance public safety throughout the city. Expected enhancements include improved communication efficiency and reliability for emergency responders.

The Lompoc Police Department has deployed body-worn cameras for officers, enhancing transparency, accountability, and community trust. This initiative, five years in the making, received strong support from the Lompoc City Council and staff, ensuring its inclusion in the budget. Body-worn cameras will offer an objective view of police-public interactions, fostering mutual respect and trust. The department appreciates the community's patience and support, as they continue to seek innovative solutions to enhance safety and quality of life in Lompoc.

CADETS HIGHLIGHTS

In 2024, our explorer program was rebranded as the Lompoc Public Safety Cadet Program Unit #700. Currently, we have 15 cadets actively participating in a variety of engaging police and civic activities, which include: Crowd and traffic control Christmas parades Ride-along program Child fingerprinting Police DUI checkpoints, along with numerous other activities Junior Police Camp Cadet/Explorer Academy Competitions (Paso Robles, Tulare County, and Tehachapi) Lompoc Police Foundation Car Cruise and Show Various community events These experiences not only enhance their skills but also foster a strong sense of community involvement.

Retired Officer Frank Lopez 24 years of service

Officer Frank “The Tank” Lopez commenced his career with the Santa Maria Police Department as a Reserve Police Officer on January 20, 1996. He served with the Lompoc Police Department from May 17, 2000, to October 8, 2001, before briefly returning to the Santa Maria Police Department from October 22 to November 29, 2001. Officer Lopez rejoined the Lompoc Police Department on December 1, 2001. Throughout his distinguished career, Officer Lopez assumed various roles, including Patrol Officer, School Resource Officer, and SWAT Team Operator. He was renowned for his dedication, professionalism, and approachable demeanor, often bringing a friendly smile and a warm hug to all those fortunate enough to know him. After a commendable tenure, Officer Lopez retired on December 27, 2024. We express our heartfelt gratitude for his years of dedicated service and wish him all the best in his well-deserved retirement.

Retired Police Records Technician II Sheila Davis 16 years of service

PRT Sheila Davis commenced her esteemed law enforcement career with the Santa Maria Police Department before transitioning to the Lompoc Police Department on June 23, 2008. Throughout her 16 years of dedicated service, Mrs. Davis excelled as a Police Records Technician II within our Police Records Section. In this capacity, she played a crucial role in preparing police reports for the District Attorney’s Office and compiling essential statistical data for state agencies. Her unwavering commitment to excellence and her cheerful demeanor left a lasting impression on both the department and the citizens of Lompoc. As she embarks on her well-deserved retirement, we express our heartfelt gratitude for her invaluable contributions and wish her happiness and fulfillment in this new chapter of her life. Her smile and positive presence will be profoundly missed.

Retired Dispatch Supervisor Kim Berry Kim served with the Lompoc Police Department from 04/27/1987 to 12/18/2015 as a Police Dispatcher. She retired from her service as the Dispatch Supervisor. EOW: 06/05/2024 Retired Dispatcher Wanda Rios Wanda worked at the local Lompoc Record before becoming a dispatcher for the Lompoc Police Department in 1975. She worked for the police department for 20 years EOW: 11/07/2024 Retired Officer Ernest Hutchinson Ernest “Ernie” Hutchinson was an officer with the Lompoc Police Department for eight years. After that, he worked for the Santa Barbara County Housing Authority. Ernie was very active in the Lompoc Community, including being a past president of the Lions Club, a Board member of the Local American Legion Chapter, and a member of the Lompoc Elks Lodge. EOW: 03/10/2024 Retired Agent Delbert BUD Trimble Bud Trimble was the Department’s Youth Services Officer and founder of the Lompoc Police Department’s Police Explorer Program.He was involved in many outreach programs at the Lompoc Schools. Many of the Police Explorers mentored by Bud Trimble went on to careers in Law Enforcement. EOW: 03/10/2024 Retired Sergeant John Andrew Coday John Graduated from Lompoc HS in 1965, attended Allan Hancock College, and then joined the Marine Corps in 1966 and obtained the rank of Sergeant.
