To accomplish these goals, we are active in many roles including economic developer, community planner, tourism hospitality resource, business spokesperson, economic counselor, government relations specialist, human resources adviser, and public relations practitioner. The Texarkana USA Regional Chamber of Commerce is run by its members. Members elect a board of directors who determines policies and sets goals. The 2025 Chairman of the Board, Tammy Waters, is the chief elected officer who presides over all board meetings. The Chamber’s day-to-day operations are handled by the President and CEO, Dr. Robin Hickerson, who employs a team of professionals who assist the Board of Directors in accomplishing its goals. Midtown is home to many of Texarkana’s quality local businesses stimulating our economy and supporting our residents. Whether it’s medical spas, Give Me 3 Boutique, Four States Furniture, or Fat Jack’s Oyster Bar and Grill, Midtown offers something for everyone. Midtown is where you will find the historic homes of Texarkana. Craftsmanship and style describe these neighborhoods, with large yards and canopies of beautiful trees. These classic homes offer a look into the character of Texarkana in days gone by, and the restoration of so many gems has brought them back to their former glory. Another attraction of Midtown is beautiful Spring Lake Park. At the center of the 145-acre landscape is a spring- fed lake surrounded by open green spaces, playgrounds, walking trails, a disc golf course, and covered picnic areas. It’s the perfect place to spend a Texarkana weekend. Also in the park is Swanger Sports Complex, which hosts Texarkana Dixie Baseball, Dobson Field, home of the Texas A&M-Texarkana Eagles, and Bramlett Field, home of Texas A&M-Texarkana Softball and TXK Rhinos Baseball. On a hot summer day, the park’s Rotary Splash Pad provides cooling relief with its 18 water structures. There’s even a place for man’s best friend to enjoy a safe and secure outdoor location to run and play in the Kylee Sullivan PetSafe Dog Park. Whether it’s fishing in the lake or watching Movies in the Park, Midtown’s Spring Lake Park is the perfect outdoor retreat.

WHERE IT ALL BEGAN

From Texarkana’s inception, the downtown area has been at its heart. Today, driven by the arts, downtown is alive with the murals of local artists. There are four museums, the Texarkana Regional Arts Center, and historical buildings that tell the story of Texarkana’s past. Fully restored in 1979 and 1980, the beautiful and historic Perot Theatre plays host to a variety of spectacular concerts and theatre productions. It is also the home of the Texarkana Symphony Orchestra, which enhances and richly expands Texarkana’s musical culture. The state line running through Texarkana runs right through the middle of one of Downtown’s most notable attractions. State Line Post Office and Federal Courthouse is unique in that it is located in both Texas and Arkansas. The building even has two zip codes! It has become the second most photographed United States courthouse, following only the Supreme Court building in Washington, D.C. It is not uncommon to see visitors and natives

alike taking family photos in front of the iconic sign with the well- known building serving as the backdrop—one foot in Texas and the other in Arkansas. The only facility of its kind, Texarkana’s Bi-State Justice Center, is on State Line Avenue in the downtown area. The work of twenty city, county, and state judicial and law enforcement agencies for the states of Arkansas and Texas is conducted within its walls. Being located in two states, special legislation by both Arkansas and Texas created unique legal jurisdictions which apply only within this one-of-a-kind building. Many Texarkana residents also call the downtown area home. Beautiful loft apartments are scattered throughout downtown, and residents can enjoy the city’s best food and entertainment right outside their doors. As downtown revitalization efforts continue, more living accommodations will be available and will be the perfect place for those who want to stay in the middle of all the action.

INDUSTRY AND EXPANSION When traveling around town, you immediately notice the growth and development of Texarkana. The cities have what it takes and are ideally located, affordable, and offer a pro-business treasure trove of possibility. The manufacturing jobs of Goodyear Tire & Rubber Company and the employment of military personnel by Red River Army Depot have offered employment opportunities with competitive salaries for the citizens of Texarkana for many years. These businesses and many others are continuing to draw new people and take advantage of the potential of Texarkana’s growing community. You find even more opportunities traveling around town including locations for a day of golf and plenty of outdoor activities to keep you busy year-round. New Haven Golf Club, Oak Grove Golf Club and Texarkana Country Club all offer beautiful options for the most enthusiastic golfer. All around town, golfers can take their pick between a variety of courses. Finally, Texarkana offers great choices for the sportsman and hunter of the family. The fishing at Millwood Lake and Lake Wright Patman cannot be beat. These lakes are perfect for hiking, skiing, camping and swimming as well. A day at the lake is always a good day and Texarkana has several beautiful options. It doesn’t matter if you are Uptown, Midtown, Downtown, or simply driving Around Town, Texarkana is a unique and wonderful place for food, fun, and exploring. The railroads that brought this city to life were only the beginning and opened the door for “The Nicest Place to Live in Texas and Arkansas.” The people of Texarkana take care of each other, which is what life is all about. The cities of Texarkana, Arkansas, and Texarkana, Texas, come together to form a community that truly is Twice as Nice.

World War I Memorial Sheppard Park • 6th and Olive Streets • Texarkana, Texas

A memorial to the men from Bowie County, Texas and Miller County, Arkansas, who made the supreme sacrifice in the service of their country in the World War 1917-1918. Erected by the Texarkana Memorial Unit, an organization of women banded together to honor their loyalty, their service and their devotion. Texarkana Public Library 600 West 3rd Street • Texarkana, Texas The library has over 100,000 materials available for check-out that include books, compact discs, videos, DVDs, digital audio books, magazines and downloadable audio books. In addition to these items, thousands of people enter the library to utilize print and electronic reference resources, access the Internet, checkout a laptop in house, enjoy free Wi-Fi service, make copies, send a fax, participate in computer and Internet training or attend one of the Library’s events.

Museum of Regional History 219 North State Line Avenue • Texarkana, Texas Housed in the city’s oldest brick building, it serves as the Texarkana Arts and Historic District Visitor’s Center, welcoming you with information on locations and events in downtown Texarkana that you do not want to miss on your visit. Texarkana Regional Arts Center (TRAHC) 321 West 4th Street • Texarkana, Texas The beautifully renovated Regional Arts Center began life in 1909 as a United States District Courthouse. The old courtroom is now a grand hall with a 26-foot-high ceiling. National touring art exhibitions grace gallery walls 12 months a year, and the halls ring out when the rolls are playing on the unique reproducing player piano. The Center also features “For Arts Sake” Gift Shop filled with unique gifts. It’s not to be missed.

Photographer’s Island 500 North State Line Avenue • Texarkana, USA The United States Post Office and Courthouse, also known as Texarkana U.S. Post Office and Federal Building is located on State Line Avenue in Texarkana, straddling the border between Arkansas and Texas. The Post Office is so unique that it has been noted to be the 2nd most photographed Post Office in the United States!

Joseph Raymond Fine Art Gallery 214 East Broad Street • Texarkana, Arkansas A contemporary art space founded by local artist Joseph Raymond. The gallery showcases Raymond’s abstract expressionist paintings alongside works by other artists.

Ace of Clubs House 420 Pine Street • Texarkana, Texas A living museum, the 22-sided house was built with the winnings from a poker game. Legend has it that James H. Draughon’s winning card was the ace of clubs. Architecturally unique, the Italianate Victorian home is most notable for its three octagonal wings and one rectangular wing that join to form the distinct shape of a “club.”

Four States Auto Museum 217 Laurel Street • Texarkana, Arkansas Automobile museum that exhibits, restores and operates appropriate pieces of automotive equipment and displays static exhibits which provide educational and recreational experiences. Through programs, lectures, publications, research library and special events, the museum augments its efforts to provide a meaningful educational experience for its visitors and those who use it as a resource.

Scott Joplin Mural Third & Main Streets • Texarkana, Texas A mural honoring Texarkana’s most famous son, Ragtime composer Scott Joplin. Kress Gap Murals 116 West Broad Street • Texarkana, Texas What was formerly the Kress Department Store, has now become charming and colorful murals, bringing life to the abandoned space. Union Station 100 East Front Street • Texarkana, Arkansas Union Station sits diagonally on the Arkansas- Texas state line. The building is the current home to Amtrak. Drive by and see this historic treasure.

Perot Theatre 221 Main Street • Texarkana, Texas A jewel of the region, bringing the best of Broadway, classical music, ballet, jazz, modern dance and more to Texarkana. First opened in 1924 as the Saenger Theatre, Emil Weil’s Italian Renaissance design is an architectural marvel. Throughout the year, the Perot Theatre Series brings national and international productions to the region and tours are available year-round.

Kidtopia and Skatetopia Park 201 Oak Street • Texarkana, Texas

Kidtopia Park is a wooden playground designed by kids for kids. It features some of Texarkana’s most famous landmarks, just twice the fun of the real things! Skatetopia Park is adjacent to Kidtopia. Built completely from custom concrete, this park is made for users of all skill levels.

The Otis Henry Memorial AT ROSE HILL CEMETERY

100 South Lelia Street • Texarkana, Texas Founded as “city cemetery” in 1874, the Rose Hill cemetery and memorial lawn is the final resting place for several of Texarkana’s pioneers, forebears and veterans dating back to the Civil War. One of the most arresting WWI statues in Texas is a four-figured marble memorial for Corporal Otis Henry. A generic statue of a soldier throwing a grenade stands above a statue of the civilian Otis Henry flanked by two angels. Perot Leadership Museum 1024 Tucker Street • Texarkana, Texas The permanent exhibit is a composite replica of Gabriel Ross Perot’s cotton office, which a young H. Ross Perot helped his father build. Learn about the art of cotton buying and check out artifacts from a bygone era in this permanent exhibition. It is located inside the Palmer Memorial Library at Texarkana College.

Front Street Caboose Front Street Festival Plaza • Wood and Broad Streets • Texarkana, Arkansas This nifty old fifty-ton caboose was donated by Union Pacific Railroad to Texarkana in 2015. The 1979 Southern Pacific caboose was restored and placed in Front Street Plaza to serve as a symbol and celebration of Texarkana’s relationship with the railroad.

Lake Wright Patman Off U.S. Highway 59 South

Activities include camping, picnicking, fishing (Catfish, Crappie, Perch, Bass), hiking, boating, canoeing, swimming and bird watching. Rocky Creek Outdoors 4001 South State Line Avenue Texarkana, Arkansas Located on 80 acres just outside of the Texarkana city limits. This shooting range offers trap, skeet, 13-station sporting clay course, five-stand warm up facility, 3D archery course, 100-yard rifle range with four booths, and a 25-yard pistol range with five booths. Millwood Lake U.S. Highway 71 North to Ashdown, Arkansas This is the place for serious bass fishing. A series of boat lanes meanders through submerged timber, marshes and oxbow cutoffs making it an outstanding fishing destination. This 29,260-acre lake abounds in largemouth bass, catfish and crappie. Birding is also popular at this Audubon- designated Important Bird Area with sightings of over 300 of Arkansas’ 400 species on record.

Arkansas Municipal Auditorium 216 Walnut Street • Texarkana, Arkansas Built in the 1920s, the Texarkana Municipal Auditorium saw its heyday in the mid-twentieth century. Visit the Municipal Auditorium to hear more about the architecture and the history of the building. Walk of Fame Park 416 East 3rd Street • Texarkana, Arkansas The Walk of Fame Park was built by the Arkansas Municipal Auditorium Commission to honor the people that performed on the stage in the Historic Arkansas Municipal Auditorium (AMA) since its opening in 1930. The AMA was one of the stops of many music legends that include Elvis, Johnny Cash, Carl Perkins and Jim Ed Brown. MIDTOWN

Majestic Magnolia 4700 County Avenue • Texarkana, Arkansas The largest magnolia tree in Arkansas is estimated to be 185 years old. The tree is 16 feet, 7 inches in diameter, 61 feet tall and has an 82-foot wing span. Certified Arkansas’ largest Magnolia by the Arkansas Forestry Commission. UPTOWN

Bringle Lake Wilderness Area 7500 Bringle Lake Road • Texarkana, Texas The Wilderness Area has approximately 144 acres that has been set aside as a nature area. It includes a bike/walk trail that begins at Bringle Lake East and runs to the Waterworks Spillway. There is also a single mountain bike trail that twists throughout the wilderness area. AROUND TOWN Four States Fair Ag Learning Center 3700 East 50th Street • Texarkana, Arkansas This is your only chance to visit the home of Miss Moo. The Four States Fair, in partnership with The Southeast United Dairy Industry Association (SUDIA), promotes dairy education and agricultural awareness in children. The center is the first of its kind in Arkansas and in the four states region.

See Texarkana in a brand new light with the Texarkana Historical Tour—a short, self-guided audio tour that showcases the character of the Texarkana community. Start at the Chamber of Commerce on State Line Avenue with your map and your audio guide. Slip back in time as you learn fun facts, bits of history and begin to see the city as architects, historians and artists do, as you tour in and around downtown.

Spring Lake Park 4303 North Park Road • Texarkana, Texas The heart and pride of the Texarkana, Texas park system. This 145-acre park features a spring fed lake, open green spaces with picnic areas, playground units, fishing piers and an 18-hole disc golf course. The 1.75 mile Phillip McDougal Walking/ Biking Trail strolls throughout the entire park and is a favorite spot for the recreational or avid jogger. James Bowie Centennial Statue 800 State Line Avenue • Texarkana, Texas One of the 14 statues erected for the 1936 Texas Centennial celebration, this larger-than- life bronze was designed by sculptor William M. McVey with W.W. Watkins providing the design for the Marble Falls granite base.

CREATIVE SPACES

The Texarkana Regional Arts and Humanities Council (TRAHC) believes that the arts are for everyone. With engaging programs for all ages, vibrant exhibitions that are free to the public, and a strong connection to the community, TRAHC is committed to making art accessible to all. The Regional Arts Center hosts rotating exhibitions that feature a diverse range of artists and mediums from both near and far. Located in a historic downtown building, the center serves not only as a gallery but also as a beautiful and versatile venue available for rentals, performances, and special events. Outside its walls, the public ArtWall offers a constantly evolving, themed display created by local artists and organizations—including children’s camps and nonprofits. TRAHC has recently expanded its offerings with the addition of ArtSpace at 518 Pine Street. This new location provides a hub for art education, workshops, and performances. Designed as a creative playground, ArtSpace offers hands-on opportunities for individuals of all experience levels to explore a variety of artistic mediums—from painting and sculpture to dance and theatre.

Jennifer Unger currently serves as the Executive Director for Texarkana Regional Arts and Humanities Council (TRAHC). As a professional teaching artist and theatre director, Unger is also a national arts integration consultant. Ms. Unger has been on staff with TRAHC for over 20 years, serving most recently as Education Director. Under her leadership, TRAHC’s ArtsSmart program reached thousands of students and teachers As a theatre director, Ms. Unger has written and directed productions for both adult and young audiences. She has also served as adjunct faculty for graduate and undergraduate classes at Texas A&M University-Texarkana and is an adjudicator for UIL One-Act Play competitions. She earned a Master of Arts in Theatre from Northwestern University, Evanston, Illinois, and a Bachelor of Arts in Theatre from Texas A&M University, College Station, Texas. Through her positions at The Shelton School (a private school for children with learning differences in Dallas, Texas), Capers for Kids, and the Dallas Theatre Center, Ms. Unger has had the opportunity to instruct and direct all ages. TEXARKANA INDUSTRIAL PARKS T​ exarkana is home to several industrial parks that offer diverse opportunities for businesses seeking strategic locations with excellent infrastructure. These industrial parks collectively contribute to Texarkana’s robust economic landscape. • FALVEY INDUSTRIAL PARK is situated on U.S. Highway 59 and encompasses 25 acres, with tracts ranging from two to 10 acres. Its proximity to major highways, including U.S. Highways 67, 82, and 71, as well as Interstates I-369 and I-30, provides seamless connectivity for transportation and logistics. • MAXWELL INDUSTRIAL PARK is located adjacent to the Texarkana Regional Airport, offering 65 acres divided into parcels from five to 37 acres. The park connects to Interstate 30 via Loop 245 and features an entrance ramp to I-49, facilitating easy access to regional and national markets. • NASH INDUSTRIAL PARK The Nash Business Park in Nash, Texas, spans 395 acres and is managed by the Nash Industrial Development Corporation. TEXARKANA REGIONAL AIRPORT The Jim E. Yates Terminal was opened in the summer of 2024. The new terminal is located at 2600 TXK Blvd, across the airfield from the old terminal built in 1960. The new location provides better access to the airport via Interstate 49. Our new terminal is much larger than the previous building and includes room for expansion, more airlines and destinations, concessions space, enclosed passenger boarding bridges and an updated modern look. The Jim E. Yates Terminal shows a commitment to providing first-class service for our leisure and business community. “The new terminal contributes to the positive development in Texarkana,” said Paul Mehrlich, “and helps the airport continue to be a viable travel source and economic engine.” A lot more changes are coming to the airport in the next few years. A new Airframe & Powerplant school was opened earlier this year at the Texarkana Regional Airport with a partnership with Texarkana College. This opportunity allows members of our community to be trained in the high-demand industry and helps attract new companies to our region. The airport is also gearing up to celebrate their 100th anniversary in 2026 and is working with the two cities and Texarkana College to put on the first airshow in over 30 years.

Texarkana College students rank Number One in Texas for community college graduation rates. Dr. Smith attributes this milestone to TC’s dedicated faculty and staff, who focus on helping students achieve their college completion goals. Prioritizing the goal for degree completion, Dr. Smith has bolstered TC’s relationship with Texas A&M University-Texarkana, formalizing transfer agreements and securing scholarships to ensure a seamless transition for students. Dr. Smith is recognized as a leader among community college presidents on a state and national level. Nominated by TC students, Dr. Smith received the 2020 Phi Theta Kappa Honor Society Paragon Award for New Presidents, recognized for his hands-on approach and support for TC students. D r. Jason Smith became Texarkana College’s ninth President in January 2019. Before his role at TC, he served as superintendent of Pleasant Grove ISD in Texarkana, TX. Dr. Smith prioritizes leadership development for students, staff, and faculty, encouraging participation in programs like Student Government and Leadership Texarkana. He also strengthens TC’s collaboration with community partners, such as the Texarkana Regional Airport, where TC launched an Aviation Mechanics Technology program to address workforce needs. Dr. Smith has also championed transformative community projects. Under Dr. Smith’s leadership, TC continues to grow. The McCulloch Workforce Training Center opened in 2023, with a plumbing program debuting next year. The state-of-the-art STEM complex opened in 2024, and enrollment in workforce training programs has reached an all-time high. Additionally, TC’s iconic School of Bladesmithing moved to the heart of campus, gaining national attention through its feature on the History Channel’s “Forged in Fire.” Dr. Smith worked with Texas Representative Dr. Gary VanDeaver to support House Bill 8, enhancing dual credit opportunities for high schoolers. His partnerships with local superintendents have also paved the way for high school students to earn college credits or associate degrees at minimal or no cost. TC saw record-breaking enrollment in the 2024-2025 academic year for dual credit courses, resulting in 50 students representing Hooks, Liberty-Eylau, Linden Kildare, Maud, Pleasant Grove, Texas High, and Home School earning their associate degree while still in high school. Soaring with Purpose

S ince August 1, 2023, Dr. Ross Alexander has served as the fifth President of Texas A&M University-Texarkana. From the moment he stepped foot onto the university, it was clear there was one priority on his mind… growth. Now, well into the second year of his presidency, it’s clear that his plan for the university is working. The university has had four consecutive semesters of record enrollment, with no signs of slowing down. Dozens of new, highly sought-after degree programs are coming online or are in the development phase. Athletics has expanded to include a number of new teams, including competitive cheerleading, competitive dance, esports, men’s and women’s outdoor track and field, and beach volleyball in 2024, with men’s and women’s golf, men’s and women’s bowling, and men’s and women’s indoor track and field joining the lineup in the fall of 2025. Today, there are more students living on campus than ever before, and that growth will continue with the construction of new, innovative housing concepts that are already being built. “We want more students living on campus,” President Alexander commented. “There are decades’ worth of studies that tell us students who live on campus are more engaged, stay in school, and graduate more quickly and at a higher rate. We’re working on giving our students several options for on-campus housing, in a variety of settings and configurations, and at multiple price points.” The university plans to have two of its new housing options available for the Fall 2025 semester. There is growth and expansion everywhere you look on campus, and that should remain the case for the foreseeable future. One of the most anticipated construction projects in university history will begin soon, as the RRCU Athletic Complex moves the baseball, softball, and tennis programs home to the university campus for the first time ever. The university held a groundbreaking ceremony for the new complex on February 20, 2025. The facility will contain state-of-the-art, artificial turf fields for baseball and softball, as well as a new tennis complex that will include a viewing deck. In addition to the competition arenas, the complex will include a sports performance center, ticket booth, food court, and event center. Dr. Alexander believes the complex will quickly become a

staple of the community, hosting more than just university athletic games. “We envision the RRCU Athletics Complex as something the entire community will benefit from,” Alexander said. “We want to host all kinds of events there… from symphony performances to other large community events, we want this to be a place that the community frequents.” To that end, the university is planning to have an RRCU branch, a Local Habit coffee shop, and a neighborhood restaurant concept on the property as well. “We want this to be a place where families can come grab a meal or a coffee, enjoy the natural beauty of the area, and catch a championship-quality athletic competition at the same time.” While there is no mistaking the physical growth of the university, the construction projects on campus are only a portion of the growth A&M-Texarkana is experiencing. Within the walls, there is a dramatic increase in new academic programs—highly sought- after degrees by both employers and students—that is helping to drive the unprecedented enrollment growth. “We aren’t just adding degree programs for the sake of increasing the number of degrees we offer,” Alexander said. “We are intentional about our academic growth. We want to offer in-demand degrees in fields that will prepare our graduates to take high-paying jobs right here in our area. To that end, we consult with industry leaders, business leaders, and the medical community to see what kinds of degrees they need most. A&M-Texarkana is, and will continue to be, a driving force in our region’s economic development… we see that as one of the responsibilities of being a regional university.” “A&M-Texarkana is an ascendant university,” Alexander said. “We are one of the fastest-growing universities in the Texas A&M University System, as we are in the state and region as well. Our goal is to provide our students a world-class A&M degree with exceptional experiences inside and outside the classroom, setting them up for a lifetime of success in whatever field they choose.” Dr. Alexander holds a Ph.D. in Political Science from Northern Illinois University, an M.P.A. from Arizona State University, and a B.A. from Beloit College, where he was an all-conference football player. He is a proud husband to his wife, Lilia (originally from Bulgaria), and father to children Victoria, Madelaine, and Ross Jr.
