13.3. Stalking has been described as the “paradoxical crime of the nineties”. Stalking is viewed as encompassing behaviours which can appear conventional and inoffensive whilst nevertheless managing to convey a menacing sense of obsession. 13.8. A constellation of behaviours involving repeated and persistent attempts to impose on another person unwanted communication and/or contact. (Mullen et al. 1999, p. 1244) Activities which on the surface are innocuous and commonplace but which, when constituting a course of conduct and with the necessary intent, form the basis of the criminal offence. (Swanwick 1996, p. 26) When one person causes another a degree of fear or trepidation by behaviour which is on the surface innocent but which, when taken in context, assumes a more threatening significance. (Goode 1995, p. 24) 13.9. The wilful, malicious, and repeated following and harassing of another person that threatens his or her safety. (Meloy and Gothard 1995, p. 258)
