Connecting Veterans to Earned Benefits The Virginia Department of Veterans Services Benefits service line advocates for Virginia veterans by assisting them with the development, submission, and tracking of claims related to disability compensation, VA pensions, survivor benefits, and related appeals. All services are provided free of charge. Information on current federal,

Eligibility for most federal and state benefits is based on discharge from active military service under conditions other than dishonorable. Active service includes full- time service as a member of the Army, Navy, Air Force, Marine Corps, Coast Guard, or Space Force or as a commissioned officer of the public health service, the Environmental Services Administration, or the National Oceanic and Atmospheric Administration and their dependents. Current and former members of the Selected Reserves and National Guard may be eligible for certain benefits, such as home loan guaranties and education, if they meet time-in-service and other criteria. The eligibility policy is set by the U.S. Department of Veterans Affairs. Helping Transitioning Service Members and Families

The Virginia Values Veterans (V3) Program provides tailored support to military families, strategic partners, and employers across the Commonwealth of Virginia to ensure that every veteran can reach their fullest potential. The V3 Program assesses, coordinates, and disseminates opportunities for members of the Armed Forces and their spouses transitioning from military to civilian life. This includes pathways to employment, career readiness, vocational training, education, and entrepreneurship. By providing peer-to-peer support through the transition process, V3 staff work alongside the transitioning service member, veteran, or spouse to make referrals that address their unique needs. The referral services may include, but are not limited to, resume reviews, career coaching, mentorship, hands-on training

opportunities, access to credentialing pathways, connection to Virginia Values Veterans (V3) certified companies for employment, and referrals to other applicable DVS programs. The V3 Transition team aims to reach the transitioning community as early and efficiently as possible by maintaining a presence on installations throughout Virginia. Our Regional Transition Coordinators present at Transition Assistance Program (TAP) classes; hold office hours; lead resume and employment workshops; attend job fairs; and set up informational tables at Fort Belvoir, Fort Gregg-Adams, Joint Base Langley-Eustis, Joint Base Little Creek-Fort Story, Joint Base Myer- Henderson Hall, Naval Station Norfolk, and Quantico.

Helping Employers Hire, Train, and Retain Veterans

Employers The V3 Program provides education, training, access to resources, and engagement opportunities for both military job seekers and the employers seeking to employ them. Employers learn national best practices and proven implementation skills to recruit, hire, train, and retain veterans and spouses. Supportive resources also include setting a veteran hiring goal, improving organizational military cultural competency and developing plans to meet organizational career and workforce development objectives. Employers have committed to hiring transitioning service members, veterans, and their families. Companies that complete all training requirements are recognized as official V3-Certified Companies, and are awarded a certificate from the Governor of Virginia. Employers who are interested in enhanced organizational productivity and efficiency by committing to hiring veterans and becoming a V3-Certiifed Company should visit dvsv3.com/v3-forms/new-enrollment . DOD SkillBridge Program

The Department of Defense (DOD) manages the DOD SkillBridge Program , an opportunity for active- duty Service Members to gain valuable civilian work experience with DOI during their last 180 days of service. DOD SkillBridge connects service members with private and public sector organizations that offer internship opportunities for transitioning Service Members to build their resumes, explore employment interests, develop job skills, and gain valuable Federal government work experience that will help them prepare for their adjustment to the workplace. Virginia based opportunities to participate in this program may be found here . The Commonwealth also extends this hiring preference to active members of the Virginia National Guard, as well as to the surviving spouse and dependents of service members killed in action. Furthermore, veterans who are disabled, who served on active duty in the Armed Forces during specified time periods, or who participated in military campaigns are entitled to preference over others in hiring for nearly all federal government jobs.

Hiring Preference in State Government

The Commonwealth of Virginia and its localities give preference to honorably discharged veterans of the United States Armed Forces in its employment hiring policies and practices, provided the veteran meets all knowledge, skills, and eligibility requirements for the position. Additional consideration is also given to veterans who have a service-connected disability rating fixed by the U.S. Department of Veterans Affairs.

Virginia Women Veterans Program

The Virginia Women Veterans Program (VWVP) is a vital resource for Virginia’s women veterans, providing referrals and access to essential services related to education, transition, training, and employment. Guided by its foundational pillars— advocacy, empowerment, and supportive services through community partnerships—VWVP ensures that women veterans from all eras receive timely and personalized assistance. Advocacy lies at the heart of VWVP. The program partners with government officials, community leaders, and stakeholders to amplify the voices of Virginia’s women veterans, ensuring that their needs are prioritized in policy decisions, funding discussions, and resource allocation. VWVP also empowers women veterans by offering engagement opportunities for recognition, networking, and access to services. Each year, VWVP organizes the Commonwealth of Virginia’s Women Veterans Week Celebration. Other notable activities include the Women Veterans Pinning Ceremony, legislative roundtables, social events, learning opportunities, and community activities throughout Virginia. These events are designed to equip women veterans with the knowledge and resources they need for a smooth transition in life and to enhance their overall wellness. Community engagement further strengthens VWVP’s impact by building a network of community partners across the Commonwealth. The program connects women veterans with essential organizations that provide training, employment assistance, peer support, and access to health and wellness services, including health care and mental health resources. These specialized services assist women veterans in navigating life, empowering them with the tools they need to thrive.

Virginia Military Survivors and Dependents Education Program

The Virginia Military Survivors and Dependents Education Programs (VMSDEP) is a Commonwealth of Virginia program that provides education benefits to spouses and children of military service members who have been killed or taken prisoner, are missing in action,

or who became totally and permanently disabled or at least 90% permanently disabled as a result of military service. Military service includes service in the United States Armed Forces, the United States Armed Forces Reserves, or the Virginia National Guard.

YOUR RIGHTS UNDER USERRA THE UNIFORMED SERVICES EMPLOYMENT AND REEMPLOYMENT RIGHTS ACT

USERRA protects the job rights of individuals who voluntarily or involuntarily leave employment positions to undertake military service or certain types of service in the National Disaster Medical System. USERRA also prohibits employers from discriminating against past and present members of the uniformed services, and applicants to the uniformed services. REEMPLOYMENT RIGHTS You have the right to be reemployed in your civilian job if you leave that job to perform service in the uniformed service and:

✩✩ The U.S. Department of Labor, Veterans Employment and Training Service (VETS) is authorized to investigate and resolve complaints of USERRA violations. ✩✩ For assistance in filing a complaint, or for any other information on USERRA, contact VETS at 1-866-4-USA-DOL or visit its website at http://www.dol.gov/vets . An interactive online USERRA Advisor can be viewed at http://www.dol.gov/elaws/userra.htm . ✩✩ If you file a complaint with VETS and VETS is unable to resolve it, you may request that your case be referred to the Department of Justice or the Office of Special Counsel, as applicable, for representation. ✩✩ You may also bypass the VETS process and bring a civil action against an employer for violations of USERRA. HEALTH INSURANCE PROTECTION ✩✩ If you leave your job to perform military service, you have the right to elect to continue your existing employer-based health plan coverage for you and your dependents for up to 24 months while in the military. ✩✩ Even if you don’t elect to continue coverage during your military service, you have the right to be reinstated in your employer’s health plan when you are reemployed, generally without any waiting periods or exclusions (e.g., pre-existing condition exclusions) except for service-connected illnesses or injuries. ENFORCEMENT

✩✩ you ensure that your employer receives advance written or verbal notice of your service; ✩✩ you have five years or less of cumulative service in the uniformed services while with that particular employer; ✩✩ you return to work or apply for reemployment in a timely manner after conclusion of service; and ✩✩ you have not been separated from service with a disqualifying discharge or under other than honorable conditions. If you are eligible to be reemployed, you must be restored to the job and benefits you would have attained if you had not been absent due to military service or, in some cases, a comparable job. RIGHT TO BE FREE FROM DISCRIMINATION AND RETALIATION If you: ✩✩ are a past or present member of the uniformed service; ✩✩ have applied for membership in the uniformed service; or ✩✩ are obligated to serve in the uniformed service; then an employer may not deny you: ✩✩ initial employment; ✩✩ reemployment; ✩✩ retention in employment; ✩✩ promotion; or ✩✩ any benefit of employment because of this status. In addition, an employer may not retaliate against anyone assisting in the enforcement of USERRA rights, including testifying or making a statement in connection with a proceeding under USERRA, even if that person has no service connection.

Veterans Assistance and Resources Offered by the Office of the Attorney General Virginia’s Office of the Attorney General (OAG) offers the Virginia Military and Veteran Legal Resource Guide, a valuable tool to help Virginia service members, military families, and veterans understand their unique legal protections, rights, and resources available to them under the law. The guide is available at dvs.virginia.gov . In addition, the OAG offers legal services clinics to assist qualified veterans and their spouses with simple wills, powers of attorney, and advance medical directives, including notary services, on a first-come, first-served basis.

Specialized Veteran Care Coordination and Support

The Virginia Veteran and Family Support (VVFS) program provides a statewide delivery and response system for behavioral health, rehabilitative, and supportive services for military members, veterans, and their families. VVFS proudly serves Virginia veterans of any era, members of the Armed Forces and National Guard, and their families. VVFS provides peer and family support and comprehensive care coordination services, including: • Direct linkages to medical and behavioral health care, housing, employment, and other public and private assistance programs; • Peer and family support groups, resilience-focused training, and retreats for couples and families; and • Specialized outreach and assistance to vulnerable veterans, including at-risk or homeless veterans and veterans involved in the criminal justice system. VVFS also has a new subprogram known as the Suicide Prevention and Opioid Addiction Services (SOS) Program. SOS aims to enhance understanding of suicide prevention and opioid addiction among service members, veterans, and their families (SMVF) and build community support capacity to ensure that the RIGHT HELP is widely available RIGHT NOW to military-connected citizens and families. The SOS team has developed a Community Grant Program to enhance outreach and direct services for SMVF. The Virginia Veteran and Family Support program is operated by the Virginia Department of Veterans Services in cooperation with the Virginia Department of Behavioral Health and Developmental Services, the Virginia Department for Aging and Rehabilitative Services, and numerous partners including the U.S. Department of Veterans Affairs and Virginia’s Community Services Boards.

standards and receive continual training on suicide prevention and communication skills. • Staff share their unique military and behavioral health experiences to increase bonding with clients. • The program allows veterans to progress at their own pace toward recovery and wellness. • Program staff maintain a peer or non-hierarchical relationship with other service members or veterans. • Program staff provide resources and care coordination support.

Peer Support Groups

• There is a group exclusively for women service members and veterans. • Groups are facilitated by former military service members who identify with and can relate to behavioral health challenges. • The support offered is nonclinical. • Discussions are tailored to each group’s needs. • Resources are provided by facilitators and fellow participants.

Cemetery Benefits Virginia Department of Veterans Services Cemeteries

The Virginia Department of Veterans Services’ three veterans’ cemeteries provide final resting places for Virginia’s service members in the Army, Navy, Air Force, Marines, Coast Guard, Reserve, and National Guard in settings of honor, dignity, respect, and remembrance. Spouses and eligible dependent children may be interred in the same gravesite as the veteran at no cost. The grave space, columbarium niche, headstone/ marker, and vault or crypt are provided free of charge. This benefit also includes the use a facility for the committal service, military funeral honors, and perpetual care of the gravesite. These National Shrine–standard cemeteries are located in Amelia, Dublin, and Suffolk. Each cemetery can accommodate in-ground burial of casketed remains, in-ground inurnment of cremated remains, and above- ground inurnment of cremated remains in a columbarium.

Other State Services Driver’s License—Veteran Indicator Veterans of the U.S. Armed Forces have the option of adding a veteran indicator to their driver’s license or ID card. Having the word “veteran” appear on your driver’s

license or ID card is a convenient way to show your veteran status at retailers and restaurants that offer discounts to veterans.

Eligibility Requirements To be eligible for the veteran indicator, you must: • Be a Virginia resident. • Apply for or currently hold an unexpired Virginia commercial driver’s license, driver’s license, learner’s permit, or DMV-issued ID card. • Have served either (1) in the active U.S. Armed Forces or (2) for more than 180 days in the Virginia National Guard or U.S. Reserves. • Have received an honorable discharge. • Present a photocopy of a veteran service proof document or combination of documents that provide branch of service, discharge date, and discharge status (e.g., DD 214, DD 256, WD AGO, or NGB 22). Alternatively, you may present your U.S. Military Retiree ID Card (DD Form 2) and a completed Virginia Veteran Military Service Certification application (DL 11). • Consent for the information on your application and any subsequent address changes you make to be shared with DVS. Cost There is no fee for the veteran indicator. However, you must pay the standard fee for an original or replacement credential that will display the veteran indicator. Applying for a Veteran Indicator When applying for a veteran indicator, make sure that the DMV has your current address on your record. • You may apply for a veteran indicator online, by mail, by fax, or in person at a DMV customer service center. • If you apply online, you must submit the required veteran status proof document(s) to the DMV within 45 days of submitting your online application. These documents can be submitted to DMV online, by mail, fax, or in person at a DMV customer service center. • If you are applying by mail, fax, or in person, you must complete a Virginia Veteran Military Service Certification (form DL-11) and provide a copy of your veteran service proof document(s). Troops to Trucks

Through the Troops to Trucks SM program, the Virginia Department of Motor Vehicles is making it easier for personnel trained by the military in the operation of heavy vehicles to obtain civilian commercial driver’s licenses (CDL). A commercial driver’s license is required to operate large trucks and buses.

Real Estate Tax Exemption for Disabled Veterans and Surviving Spouses

Real Estate Tax Exemption for the Surviving Spouse of a member of the U.S. Armed Forces who died in the line of duty The surviving spouse of any member of the U.S. Armed Forces who died in the line of duty with a Line of Duty determination from the U.S. Department of Defense and who occupies the real property as their principal place of residence, is exempt from paying real estate taxes. The exemption applies without any restriction on the spouse’s moving to a different principal place of residence. See Code of Virginia, Title 58.1, Article 2.4.

Real Estate Tax Exemption for Disabled Veterans and their Surviving Spouses Veterans who are rated by the U.S. Department of Veterans Affairs (VA) as having a 100%, permanent and total, service-connected disability or who have a service- connected individual unemployable disability rating are exempt from paying real estate taxes on their primary residence. The exemption includes property held jointly by a husband and wife and applies to the residence and up to one acre of land. The surviving spouse of a veteran eligible for the exemption shall also qualify for the exemption, so long as the death of the veteran occurs on or after January 1, 2011, and the surviving spouse does not remarry. The exemption applies without any restriction on the spouse’s moving to a different principal place of residence. See Code of Virginia, Title 58.1, Article 2.3.

Application for Exemption

To apply for these exemptions, please contact the commissioner of the revenue of the county, city, or town or such other officer as may be designated by the governing body in which the real property is located.
