Connecting Veterans to Earned Benefits The Virginia Department of Veterans Services Benefits service line advocates for Virginia veterans by assisting them with the development, submission, and tracking of claims related to disability compensation, VA pensions, survivor benefits, and related appeals. Eligibility for most federal and state benefits is based on discharge from active military service under conditions other than dishonorable. Active service includes full- time service as a member of the Army, Navy, Air Force, Marine Corps, Coast Guard, or Space Force or as a commissioned officer of the public health service, the Environmental Services Administration, or the National Oceanic and Atmospheric Administration and their dependents. Current and former members of the Selected Reserves and National Guard may be eligible for certain benefits, such as home loan guaranties and education, if they meet time-in-service and other criteria. The eligibility policy is set by the U.S. Department of Veterans Affairs.
