The third article is “Analyzing Stability of Estimates at Completion for Long Duration Development Efforts” by Bradley Vuu, Jonathan D. Ritschel, Brandon M. Lucas, and Edward D. White. The authors of the article provide empirical evidence that long duration programs behave differently than short duration programs. They caution program managers to consider the length of duration when estimating cost at completion up to and slightly beyond the 70% completion point, after which cost deviation tends to stabilize.
